东营市产业结构优化问题研究

【摘要】：产业结构的优化作为经济结构优化的重要组成部分,是加快经济发展方式转变的主要方式,东营市是因石油资源的发现和开采而发展壮大的典型石油资源型城市,东营市的石油资源经过20世纪70年代到现在的长期采掘,目前趋势是可采储量不断降低、开采难度不断加大、单位原油开采成本不断提高。另外长期依赖资源发展造成的产业结构不合理、生态环境恶化等突出问题限制着东营市的发展,因此,东营市如何进行产业结构优化是一个亟待探讨的问题。以产业结构优化理论、经济增长理论为基础,并结合东营市实际情况进行研究。首先,在东营市的基本概况、产业结构状况的基础上,通过运用比较劳动生产率、产业结构偏离度和偏离-份额分析对东营市的产业结构效益进行了评价,分析出东营市产业结构存在的问题;其次,总结国内外同类城市发展的经验及教训,从而选择了东营市产业结构优化应当遵循的具体模式;最后,结合问题提出了东营市进行产业结构优化的主要措施,丰富了资源型城市的实证研究。
[Abstract]:As an important part of the optimization of economic structure, the optimization of industrial structure is the main way to speed up the transformation of economic development mode. Dongying City is a typical petroleum resource-based city developed due to the discovery and exploitation of petroleum resources. The oil resources in Dongying City have been excavated for a long time from 1970s to now. The trend is that the recoverable reserves are decreasing, the exploitation difficulty is increasing, and the unit crude oil production cost is constantly increasing. In addition, the unreasonable industrial structure caused by the long-term dependence on resources development and the deterioration of ecological environment restrict the development of Dongying City. Therefore, how to optimize the industrial structure of Dongying City is an urgent problem to be discussed. Based on the theory of optimization of industrial structure and the theory of economic growth, this paper studies the situation of Dongying city. First of all, on the basis of the basic situation of Dongying City and the status of industrial structure, this paper evaluates the industrial structure benefit of Dongying City by comparing the labor productivity, the deviation degree of industrial structure and the deviation-share analysis. The problems existing in the industrial structure of Dongying City are analyzed. Secondly, it summarizes the experiences and lessons of the development of similar cities at home and abroad, and then chooses the specific mode which should be followed in the optimization of the industrial structure of Dongying City. Finally, the paper puts forward the main measures to optimize the industrial structure of Dongying City, which enriches the empirical study of resource-based cities.
