江西经济结构变动与能源消费关系研究

【摘要】：在经济的发展过程中，经济结构与能源消费相辅相成，经济结构的升级能拉动能源消费结构优化，反之，能源消费结构的优化也影响着经济的增长。经济发展以能源消耗为基础，不同时期的经济发展时期，存在着与其对应的经济结构和能源消费结构。 我省在从工业化初期向工业化中期的转型过程中，产业结构经历了多个阶段的调整，能源的消费结构也与之协调发展，并不断地合理化。本文立足于前人的研究，首先对我省经济结构与能源消费现状分别进行分析，总结改革开放以来我省经济结构发展趋势及特点，并从供需关系、消费结构、四大部门能源消费现状与能源强度四个方面深入分析能源消费现状；接着运用迪氏因素分解法对江西省1990-2012年的能源消费增量分解为由产业产值变动引起的规模效应、产业结构变动引起的结构效应、产业能源利用率变动引起的效率效应，结果表明1990-2012年规模效应的持续增长是导致我省产业能源消费总量快速增长的主要原因，而效率效应则是制约我省产业能源消费总量攀升的重要因素。同时，在产业规模迅速扩大的现状得到有效控制的基础之下，抑制江西省产业能源消耗总量过快增大的有效途径是优化产业结构与提高能源利用率；接下来构建基于能源消费约束下的经济结构发展优化模型以及社会经济和环境协调发展下的江西省能源消费结构优化模型；最后根据以上结论对江西能源消费结构调整提出了几点建议，认为要实现经济结构变动与能源消费协调发展，需要不断优化能源消费结构，降低煤炭消费比重，加大天然气等新型能源的支持力度。同时合理调整经济结构，通过引进新技术，开发新设备，培植新热点，，加快产业结构服务化进程，引导重工业健康发展。再次，通过技术创新和产业集成，发展循环经济，提高能源的利用效率，逐步淘汰落后产能。最后，大力发展能源产业，将能源的开发利用与保护再生二者统一，合理配置与利用能源，不断提高单位能源的经济效益。
[Abstract]:In the process of economic development, economic structure and energy consumption complement each other. The upgrading of economic structure can promote the optimization of energy consumption structure. On the contrary, the optimization of energy consumption structure also affects the economic growth. Economic development is based on energy consumption. In different periods of economic development, there are corresponding economic structure and energy consumption structure. During the transition from the initial stage to the middle stage of industrialization, the industrial structure of our province has undergone many stages of adjustment, and the consumption structure of energy has also developed harmoniously with it, and has been continuously rationalized. Based on the previous research, this paper firstly analyzes the economic structure and the current situation of energy consumption in our province, summarizes the development trend and characteristics of the economic structure since the reform and opening up, and from the relationship between supply and demand, consumption structure, Four departments of energy consumption status and energy intensity of four aspects of in-depth analysis of energy consumption status; Then the energy consumption increment of Jiangxi Province from 1990 to 2012 is decomposed by Dixie's factor decomposition method: the scale effect caused by the change of industrial output value, the structural effect caused by the change of industrial structure, and the efficiency effect caused by the change of industrial energy utilization rate. The results show that the sustained growth of scale effect from 1990 to 2012 is the main reason leading to the rapid growth of the total energy consumption of our province, and the efficiency effect is an important factor restricting the increase of the total energy consumption of our province. At the same time, under the effective control of the rapid expansion of the industrial scale, the effective way to restrain the excessive increase of the total industrial energy consumption in Jiangxi Province is to optimize the industrial structure and improve the energy utilization rate. Then, the optimization model of economic structure development based on the constraint of energy consumption and the optimization model of energy consumption structure of Jiangxi Province under the coordinated development of social economy and environment are constructed. Finally, according to the above conclusions, this paper puts forward some suggestions on the adjustment of energy consumption structure in Jiangxi Province, and points out that in order to realize the coordinated development of economic structure change and energy consumption, it is necessary to continuously optimize the energy consumption structure and reduce the proportion of coal consumption. We will increase support for new types of energy such as natural gas. At the same time, we should adjust the economic structure reasonably, introduce new technology, develop new equipment, cultivate new hot spots, speed up the process of service of industrial structure, and guide the healthy development of heavy industry. Thirdly, through technological innovation and industrial integration, the development of circular economy, improve the efficiency of energy utilization, and gradually eliminate backward production capacity. Finally, vigorously develop the energy industry, unify the development and utilization of energy and protect regeneration, rationally allocate and use energy, and continuously improve the economic benefit of unit energy.
