供给侧结构性改革的风险掌控、目标校准与力度权衡

【摘要】：本文拟就供给侧结构性改革的理论依据、现实根源、症结难度、风险掌控、目标校准与发力权衡等一系列问题,进行有系统较深入的探讨,并结合当前的前沿现实数据,进行了若干评论并提出相关建议。具体观点包括:1."供给侧结构性改革"战略取向厚积薄发来之不易;2."供给侧结构性改革"难度极大、但风险却完全可以掌控;3.动态地双管齐下地去精准目标靶向金融与拓展国内外产能空间;4.转向供给侧改革需要适度缓冲、攻防转换与权衡布局;5.关键在于振兴实体经济、选定金融路径、挪除"融资成本大于投资利润"的障碍;等等。
[Abstract]:This paper intends to make a systematic and in-depth discussion on a series of problems, such as the theoretical basis, realistic root causes, crux difficulty, risk control, target calibration and power balance of supply-side structural reform, and combined with the current frontier realistic data. A number of comments and suggestions were made. The specific points include: 1. The strategic orientation of "supply-side structural reform" is not easy to rise with accumulated strength. 2. "supply-side structural reform" is very difficult, but the risks can be completely controlled. Dynamic two-pronged de-precision target targeting finance and expanding domestic and foreign capacity space; 4. Steering supply-side reform needs moderate buffering, attack and defense conversion and tradeoff layout; 5. 5. The key lies in revitalizing the real economy, choosing financial paths, removing the obstacles that "financing costs are greater than investment profits", and so on.
