内蒙古牧业旗县县域经济发展的资金支持研究

【摘要】：内蒙古62.47%的人口和97.25%的行政区域土地集中在80个县域,县域在内蒙古经济发展中占有十分重要的地位,其发展对解决区域协调、民族地区发展、增强经济实力具有积极作用。然而,内蒙古县域经济发展程度与东部沿海地区相比依然存在着较大差距。究其原因,除了区位、自然条件等影响因素外,主要原因是资金短缺,缺乏有力的资金支持,从而使内蒙古县域经济的发展受到制约。在内蒙古县域中,牧业旗县是以畜牧业为主导产业、具有鲜明民族特色的经济体。更重要的是,牧业旗县是内蒙古县域经济发展中最为薄弱的环节,其快速发展对提升内蒙古综合经济实力和全面实现小康社会具非常重要的影响。因此,研究内蒙古牧业旗县县域经济发展的资金支持,在当前具有一定的理论与现实意义。本文首先对国内外文献及相关理论进行了回顾和梳理,明确了资金支持对县域经济发展具有积极的推动作用。其次,介绍了内蒙古牧业旗县县域经济发展现状和县域资金支持现状,分析了内蒙古牧业旗县县域经济发展中资金支持所存在的问题及成因。再次,利用Cobb-Douglas生产函数,采用2000-2014年内蒙古牧业旗县县域经济与县域财政金融相关的数据,构建固定影响变截距Panel data模型,验证了内蒙古牧业旗县县域经济发展与资金支持之间的关系,得出资金支持对县域经济发展有显著的正效应结论。最后,提出了资金支持内蒙古牧业旗县县域经济发展的具体建议,主要有:(1)完善牧业旗县金融支持服务体系,通过不断深化现有县域金融机构改革,拓宽政策性金融机构的服务领域,并规范发展县域非正规金融,来为牧业旗县经济发展提供优质服务。(2)发挥财政支出管理水平,优化财政支出结构,有效利用财政资金。(3)营造出良好的外部环境,助推牧业旗县走出困境。
[Abstract]:62.47% of the population and 97. 25% of the administrative regional land in Inner Mongolia are concentrated in 80 counties. County areas play a very important role in the economic development of Inner Mongolia. Its development is to solve the regional coordination and the development of ethnic minority areas. Strengthening economic strength plays a positive role. However, there is still a big gap between the development degree of county economy in Inner Mongolia and the eastern coastal area. Besides location and natural conditions, the main reason is the shortage of funds and the lack of strong capital support, which restricts the development of county economy in Inner Mongolia. In Inner Mongolia County, Animal Husbandry Banner County is an economy with distinct national characteristics with animal husbandry as the leading industry. More importantly, the animal husbandry flag county is the weakest link in the economic development of Inner Mongolia county, and its rapid development has a very important impact on promoting the comprehensive economic strength of Inner Mongolia and achieving a well-off society in an all-round way. Therefore, it is of certain theoretical and practical significance to study the financial support for the development of county economy in Inner Mongolia Animal Husbandry Banner County. Firstly, this paper reviews and combs the domestic and foreign literature and related theories, and clarifies that financial support plays a positive role in promoting the development of county economy. Secondly, this paper introduces the present situation of county economy development and county fund support in Liangqi County of Inner Mongolia, and analyzes the problems and causes of fund support in the development of County economy in Liangqi County of Inner Mongolia. Thirdly, using the Cobb-Douglas production function, the fixed impact variable intercept Panel data model is constructed by using the data of county economy and county finance related to the county economy of Liangqi County, Inner Mongolia, in 2000 / 2014. The relationship between county economic development and financial support in Inner Mongolia Animal Husbandry Banner County is verified, and it is concluded that financial support has a significant positive effect on county economic development. Finally, some concrete suggestions are put forward to support the development of county economy in Inner Mongolia Animal Husbandry Banner County, including: (1) perfecting the financial support service system of Animal Husbandry Banner County, and deepening the reform of the existing county financial institutions. Broaden the service field of policy-oriented financial institutions, and standardize the development of county informal finance, in order to provide quality services for the economic development of animal husbandry flag counties. (2) give full play to the level of fiscal expenditure management and optimize the structure of fiscal expenditure. Effective use of financial funds. (3) create a good external environment, promote animal husbandry banners out of difficulties.
