“一带一路”背景下中国——东盟产能合作重点及推进策略

【摘要】："一带一路"国家倡议的纵深推进,为推动我国与东盟各国开展产能合作搭建了重要平台。目前,我国与东盟国家的产能合作已有一定基础,未来产能合作的重点领域主要为能源资源产业、基础设施产业、装备制造产业、清洁能源产业、生物精加工与研发产业和电子信息产业。为进一步推进中国—东盟产能合作,应完善产能合作政策支持体系、科学规划产能合作领域、加快建立产能合作评估监测体系、增加资本输出以带动双边产能合作、积极建设中国—东盟跨境经济合作区、支持中小企业"走出去"以扩大"轻资产"合作范围。
[Abstract]:The further promotion of Belt and Road Initiative's national initiative has set up an important platform for promoting capacity cooperation between China and ASEAN countries. At present, the capacity cooperation between China and ASEAN countries has a certain foundation. The key areas of capacity cooperation in the future are energy resources industry, infrastructure industry, equipment manufacturing industry, clean energy industry, biological finishing and R & D industry and electronic information industry. In order to further promote China-ASEAN capacity cooperation, we should improve the capacity cooperation policy support system, scientifically plan the field of capacity cooperation, speed up the establishment of capacity cooperation evaluation and monitoring system, increase capital exports to promote bilateral capacity cooperation, actively build China-ASEAN cross-border economic cooperation zone, and support small and medium-sized enterprises to "go out" in order to expand the scope of "light assets" cooperation.
