创新驱动发展背景下国家高新区的功能定位分析

【摘要】：新常态下深入推进创新驱动发展战略实施,必须牢牢立足高新区这块引领创新的前沿阵地。通过回顾高新区发展成效,从政策投入与科技产出的效益视角来审视高新区的发展成就,在总结和分析发展成果的基础上,关注体制机制改革的政策要素投入,立足国家创新驱动发展战略的实施和高新区功能转变的时代特征,对创新驱动发展背景下高新区的功能定位和发展方向做出战略性判断。
[Abstract]:Under the new normal condition, it is necessary to firmly base on the leading and innovative front-edge position of the high-tech zone, in order to promote the implementation of the innovation-driven development strategy. By reviewing the development achievements of the high-tech zone, the development achievements of the high-tech zone from the perspective of the policy input and the scientific and technological output are reviewed, on the basis of the conclusion and analysis of the development results, the investment of the policy elements of the reform of the institutional mechanism is concerned, Based on the implementation of the national innovation-driven development strategy and the time characteristic of the function transition of the high-tech zone, the functional orientation and the development direction of the high-tech zone in the background of the innovation-driven development are made strategic judgment.
