【摘要】：近年来，国际金融危机给世界经济带来了巨大影响，许多国家例如美国、日本、西欧各国，都积极引导创新科技以发展和扩充科技新生力量来塑造社会经济的新增长点---新兴产业。因此，我国高度重视新兴产业的战略发展，并给予大力支持是顺应时代发展的必选之路，政府积极发挥新兴产业宏观引导者和塑造者的职能就成了关键性问题。随着我国经济转型和市场经济纯化，政府引导基金对支持新兴产业的发展更加明确、更具有针对性。在这个综合背景下，，本文以新兴产业为视角来研究政府引导基金的运行情况。本文内容主要分为三部分，第一部分：在阐述新兴产业发展现状的基础上，分析设立政府引导基金的必要性；第二部分：对新兴产业政府引导基金的运行现状进行多角度的分析和研究，还根据层次分析法构建新兴产业引导基金的政策效益评价体系，分析了各指标因素的重要性，从而对新兴产业引导基金形成一个宏观的、整体的认识与把握；第三部分：结合基金运行现状和政策效益的影响因素来分析存在的问题，进而提出对策，对新兴产业引导基金的有效运作提供了重要的参考。
[Abstract]:In recent years, the international financial crisis has brought a great impact on the world economy, many countries such as the United States, Japan, Western European countries. Both actively guide innovation in order to develop and expand the new forces of science and technology to shape the new economic growth point---emerging industries. Therefore, our country attaches great importance to the strategic development of emerging industries. And to give strong support is the necessary way to adapt to the development of the times, the government actively play the role of emerging industries macro guide and molder has become a key issue. With the economic transformation and market economy purification. Government-led funds to support the development of emerging industries more clear, more targeted. Under this comprehensive background, this paper studies the operation of government-guided funds from the perspective of emerging industries. The content of this paper is divided into three parts, the first part: on the basis of expounding the current situation of the development of emerging industries. Analyze the necessity of setting up the government-guided fund; The second part: the operating status of the emerging industry government-led fund is analyzed and studied from various angles, and the policy benefit evaluation system of the emerging industry guidance fund is constructed according to the analytic hierarchy process. The importance of each index factor is analyzed so that the emerging industry guides the fund to form a macroscopic and overall understanding and grasp; The third part analyzes the existing problems in combination with the current situation of fund operation and the influencing factors of policy effectiveness, and then puts forward some countermeasures, which provides an important reference for the effective operation of the fund guided by new industries.
