绵阳市解决城镇低收入人群保障性住房问题的案例研究

【摘要】：随着我国城市化建设和工业化进程的加速,工业在城市的密集化发展使得城镇人口的高度集中,人口的居住问题直接导致对城镇土地和住房的需求增大,由于土地供给的稀缺性和人们对住房需求的猛涨,使得住房价格逐年上涨,普通市民无力购买高额房价下的住房,造成城镇住房供需的矛盾日益凸显。因此,如何解决城镇低收入人群的住房问题,成为了当今我国中央和地方政府的重要工作之一。本文将绵阳市作为研究对象。因为绵阳市具有人口相对较少,居民素质相对高的特点,地方政府在实施新的低收入人群住房保障时,一旦政策执行效果不理想,对社会产生的负面效应较小,一旦政策执行效力高,可向四川省全省的其他市做推广。由此,全文以保障性住房的内涵与特征的理论研究基础开始,以绵阳市保障性住房工作的相关数据作为研究的例证,以期从理论和实践的双重角度分析现行实施效果和存在问题及成因,在参考借鉴发达国家的相关经验后,提出绵阳市如何完善城镇低收入人群保障性住房的相关措施。本文一共为七个部分。首先,说明本论文选题的背景及意义,国内外关于保障性住房的研究现状,以及论文的思路和研究方法。其次,对论文相关的概念和理论进行陈述。主要就保障性住房制度的含义、城镇低收入人群的界定,以及保障性住房的特征进行陈述,并对社会保障理论、社会福利理论、社会剃度理论进行陈述,为后部分的分析做好理论基础。其次,对本文所研究的对象绵阳市保障性住房的实施情况进行案例概述。阐述绵阳市城镇低收入人群住房的现状,以及绵阳市城镇解决低收入人群住房的实施情况,其中主要分为经济适用房和廉租房。其次,针对绵阳市城镇经济适用房实施进行独立成章分析,阐述现行绵阳市经济适用房实施中的问题及问题成因,并提出相应的对策分析。其次,针对绵阳市城镇廉租房实施进行独立成章分析。阐述现行绵阳市廉租房实施中的问题及问题成因,并提出相应的对策分析。其次,对绵阳市解决城镇低收入人群保障性住房的借鉴与启示进行阐述。主要从完善低收入人群保障性住房应遵循原则、国外政府对绵阳城镇低收入人群保障性住房的借鉴、完善城镇低收入人群保障性住房制度的法律法规、引导城镇低收入人群树立正确的住房消费观、加强商品房价格的宏观调控的五个方面得出启示。最后,对全文的总结和展望。本研究强调实际应用的价值,力图为地方政府针对城镇低收入人群保障性住房问题的管理和决策中提供有效参考。
[Abstract]:With the acceleration of urbanization and industrialization in China, the intensive development of industry in the city makes the urban population highly concentrated, and the residential problem of the population directly leads to the increasing demand for urban land and housing.Because of the scarcity of land supply and the rapid increase of people's demand for housing, the housing price rises year by year, and the ordinary people can not afford to buy the housing under the high price, which makes the contradiction between the supply and demand of urban housing more and more prominent.Therefore, how to solve the housing problem of urban low-income people has become one of the important work of our central and local governments.This paper takes Mianyang city as the research object.Because Mianyang has the characteristics of relatively small population and relatively high quality of residents, when the local government implements the new housing security for low-income people, once the effect of policy implementation is not ideal, the negative effect on the society is relatively small.Once the policy is highly effective, it can be extended to other cities in Sichuan Province.Therefore, the full text begins with the theoretical research foundation of the connotation and characteristics of affordable housing, and takes the relevant data of the indemnificatory housing work in Mianyang as an example.With a view to analyzing the current implementation effect, existing problems and causes from both theory and practice, and referring to the relevant experiences of developed countries, this paper puts forward the relevant measures on how to perfect the indemnificatory housing for urban low-income people in Mianyang.There are seven parts in this paper.Firstly, it explains the background and significance of this thesis, the status quo of research on affordable housing at home and abroad, as well as the ideas and research methods of the thesis.Secondly, the related concepts and theories of the paper are stated.Mainly on the meaning of affordable housing system, the definition of low-income people in cities and towns, and the characteristics of affordable housing, and the social security theory, social welfare theory, social shaving theory.For the latter part of the analysis to do a good theoretical basis.Secondly, the implementation of affordable housing in Mianyang City is summarized.This paper expounds the present situation of housing for low income population in Mianyang city and the implementation of housing for low income group in Mianyang city, mainly divided into comfortable housing and low rent house.Secondly, this paper analyzes the implementation of comfortable housing in Mianyang City independently, expounds the problems and causes of the problems in the implementation, and puts forward the corresponding countermeasures.Secondly, the implementation of low-rent housing in Mianyang city is analyzed independently.This paper expounds the problems and causes of the implementation of low-rent housing in Mianyang, and puts forward the corresponding countermeasures.Secondly, to Mianyang City to solve the urban low-income population affordable housing reference and enlightenment.Mainly from the improvement of low-income groups of affordable housing should follow the principles, foreign governments to Mianyang low-income groups of affordable housing reference, improve the urban low-income groups of affordable housing system laws and regulations,Guiding the low-income people to set up a correct view of housing consumption and strengthening the macro-control of commodity housing prices five aspects of enlightenment.Finally, the summary and prospect of the full text.This study emphasizes the value of practical application and tries to provide an effective reference for local governments in the management and decision-making of affordable housing for low-income urban people.
