中韩文化产业政策比较研究

【摘要】：当前,文化产业的发展已经在全球范围内得到普遍关注,在现代社会发展进程中正日益发挥出巨大的经济价值。随着经济全球化的不断深入,文化产业不仅仅能够带来经济效益,其在提升国家影响力方面的作用也日益凸显。文化产业政策对文化产业发展的推动作用有目共睹,文化产业政策为文化产业的发展提供了有力的制度保障与支撑,为文化产业的发展保驾护航。因此我国应加大对那些有成功经验的国家的分析和探索,特别是与中国文化渊源相似、地理位置相近的韩国,需要加大研究的力度,从而加快我国文化产业的发展。韩国文化产业的发展离不开韩国政府的支持。分析韩国文化产业发展壮大的具体原因不难发现,对于文化产业巨大发展前景的把握和对文化产业不遗余力的支持是他们跻身于世界舞台的关键。1998年,韩国当局率先提出“文化立国”战略(日本也采用政府主导方式,但晚于韩国),将韩国文化产业的地位置于国家战略高度,政府也制定了相关文化产业政策、推行产业条例,竭尽全力支持其发展。最终,政府的正确决策没有使韩国人民失望,韩国一度依靠其“韩流”风靡全球,令全世界瞩目。而中国虽然为历史文化大国,但是文化资源并没有得到充分的利用,文化产业对于国民经济的促进作用并没有得到充分的激发,因此本文主要对中韩两国文化产业政策的不同背景环境和实践情况及引起政策不同的原因进行比照分析,希望能对我国文化产业政策的完善和改进提供一定的借鉴经验。根据上述论文写作思路,本文按以下五章进行论述。第一章绪论部分,主要说明了本文选题的合理性和意义,关于文化产业政策的国内外研究综述部分和本文采用的研究方法,最后是希望通过本研究得到的基本成果和不足分析。第二章是本文的理论基础铺垫,在这章中对文化产业政策相关概念(如政策、文化政策、文化、文化产业等概念)和政策理论进行了层次梳理。第三章是对文化产业政策产生的背景因素及实践情况进行分析,背景分析主要从政治、经济、文化、社会等方面阐述,实施效果从历史推进顺序展开,展示了不同阶段中韩文化产业发展现状和政策实施过程。第四章是中韩文化产业政策的比较分析部分。主要从政府在政策制定中的作用、实施绩效、对待传统文化的态度和政策实施机构这四个方面进行比较分析。第五章按照之前进行的对照比较得出韩国文化产业政策对中国文化产业发展的启发并提出相应的政策建议。
[Abstract]:At present, the development of cultural industry has been paid more and more attention in the world, and it is playing an increasingly important role in the development of modern society.With the deepening of economic globalization, cultural industry not only can bring economic benefits, but also plays an increasingly important role in promoting national influence.It is obvious to all that the policy of cultural industry promotes the development of cultural industry. It provides strong system guarantee and support for the development of cultural industry and protects the development of cultural industry.Therefore, our country should increase the analysis and exploration to those countries with successful experience, especially Korea, which is similar to Chinese culture and has similar geographical position, so as to speed up the development of Chinese cultural industry.The development of Korean cultural industry can not be separated from the support of the Korean government.By analyzing the specific reasons for the development and growth of the Korean cultural industry, it is not difficult to find that the grasp of the great development prospects of the cultural industry and the support for the cultural industry sparing no effort are the keys to their participation on the world stage.The Korean authorities took the lead in putting forward the strategy of "building a country through culture" (Japan also adopted a government-led approach, but later than Korea, it put the status of Korean cultural industry at the national strategic level, and the government also formulated relevant cultural industry policies and implemented industrial regulations.Do your utmost to support its development.In the end, the government's right decision did not disappoint the people of South Korea, which once relied on its "Korean current" to dominate the world.Although China is a historical and cultural country, its cultural resources have not been fully utilized, and the role of cultural industries in promoting the national economy has not been sufficiently stimulated.Therefore, this paper mainly analyzes the different background environment and practice situation of the cultural industrial policy of China and South Korea and the reasons that cause the different policy, hoping to provide some reference experience for the perfection and improvement of the cultural industry policy of our country.According to the above ideas, this paper is discussed in the following five chapters.The first chapter is introduction, which mainly explains the rationality and significance of this topic, the domestic and foreign research review of cultural industry policy and the research methods adopted in this paper. Finally, the basic results and deficiencies of this study are analyzed.The second chapter is the theoretical foundation of this paper, in this chapter, the related concepts of cultural industry policy (such as policy, cultural policy, culture, cultural industry and other concepts) and policy theory are sorted out.The third chapter is to analyze the background factors and practice of the cultural industry policy. The background analysis is mainly from the political, economic, cultural, social and other aspects.The present situation and policy implementation process of Chinese and Korean cultural industries are demonstrated in different stages.The fourth chapter is the comparative analysis of Chinese and Korean cultural industrial policies.This paper makes a comparative analysis from four aspects: the role of government in policy making, the performance of implementation, the attitude towards traditional culture and the policy implementation organization.The fifth chapter draws the inspiration of Korean cultural industry policy to the development of Chinese cultural industry and puts forward corresponding policy suggestions.
