文化企业战略绩效评价体系研究

【摘要】:企业是为了实现一定的经济目标而存在的经济实体,为了衡量其战略目标的实现程度以及组织内各部门、团队、个人对组织目标实现的贡献程度,判断组织各项活动对实现其目标的有效性,都离不开一系列的评价活动。随着科学信息技术的高速发展,企业的组织结构、管理模式、顾客需求、竞争环境等都在发生深刻的变化,企业的竞争已不再是数量和成本的竞争,而是以顾客为中心,建立在以产品质量、技术创新和人才等方面为基础的竞争,企业已经进入追求长期利益最大化战略经营时代。在我国,随着市场经济的发展,企业经营权与管理权分离的现象越来越普遍,如何准确有效地评价企业管理人员所取得的成果及其向投资者提供的投资盈利,使经营者所获得的报酬与其实际所取得的绩效挂钩,以达到对经营者的行之有效的激励和约束,降低委托代理成本,解决企业内部人员控制问题,提高企业经济运作速率的目的就成为现代经济学、管理学理论与实践中的一个亟待解决的问题,如何将企业战略与绩效评价联系起来,帮助企业更好的实现战略发展目标,是我国企业急需解决的问题。 随着社会经济全球化的发展,文化领域不断有新信息新技术的加入,文化产业成为新的经济增长点迅速发展,而且在社会经济中的比重越来越大。随着文化产业的不断发展,它已经成为美国、德国、韩国、日本等一些发达国家的发展国民经济的支柱产业。自改革开放以来,我国的经济有着良好的发展态势,我国的产业结构和以前相比有了重大的调整,综合国力也有了大幅度的提成,产业结构重大调整,,这些都有力地推动了我国文化产业的发展。当前,北京、上海、广东、湖南、河北等地纷纷制定规划,出台政策,大力发展文化产业。如何抓住机遇、迎接挑战,制定和实施文化企业发展战略,提升文化企业的市场竞争力,是亟待研究解决的课题。 本文应用战略管理、战略人力资源管理、绩效管理、综合评价等理论和方法,运用理论研究与案例分析相结合、定量分析与定性分析相结合的方法,在分析了绩效评价在文化企业战略目标实现过程中的作用的基础上,构建了文化企业战略绩效评价体系。最后以河北省某文化企业为背景,研究了文化企业战略绩效评价体系模型的实现办法,为文化企业战略绩效评价的应用提供了实践支持。
[Abstract]:Enterprises are economic entities that exist to achieve certain economic goals. In order to measure the degree of realization of their strategic objectives and the contribution of various departments, teams and individuals in the organization to the realization of organizational goals, Judging the effectiveness of organizational activities to achieve its objectives is inseparable from a series of evaluation activities. With the rapid development of scientific information technology, the organizational structure, management mode, customer demand and competitive environment of enterprises are all undergoing profound changes. The competition of enterprises is no longer the competition of quantity and cost, but is customer-centered. Based on the competition of product quality, technological innovation and talents, enterprises have entered the era of pursuing long-term profit maximization strategy. In our country, with the development of market economy, the separation of management power and management power is becoming more and more common. How to accurately and effectively evaluate the achievements of enterprise managers and the investment profits provided to investors, In order to achieve the effective incentive and restriction to the operator, reduce the cost of principal-agent and solve the problem of internal control of the enterprise, the remuneration obtained by the operator is linked to the actual performance obtained by the operator, so as to achieve the effective incentive and restraint to the operator, The purpose of improving the economic operation rate of enterprises has become a problem to be solved urgently in modern economics, management theory and practice. How to link enterprise strategy with performance evaluation to help enterprises achieve their strategic development goals better? Is our country enterprise urgent need to solve the problem. With the development of social and economic globalization and the entry of new information and new technology in the field of culture, the cultural industry has become a new economic growth point, and the proportion in the social economy is increasing. With the continuous development of cultural industry, it has become the pillar industry of the development of national economy in some developed countries such as the United States, Germany, South Korea, Japan and so on. Since the beginning of reform and opening up, China's economy has had a good development trend, the industrial structure of our country has been greatly adjusted compared with the previous ones, the overall national strength has also been substantially increased, and the industrial structure has been greatly adjusted. These have promoted the development of cultural industry of our country powerfully. At present, Beijing, Shanghai, Guangdong, Hunan, Hebei and other places have formulated plans and policies to vigorously develop cultural industries. How to seize the opportunities, meet the challenges, formulate and implement the development strategy of cultural enterprises, and promote the market competitiveness of cultural enterprises, is an urgent task to be solved. This paper applies the theories and methods of strategic management, strategic human resource management, performance management, comprehensive evaluation, and applies the methods of combining theoretical research with case analysis, quantitative analysis and qualitative analysis. Based on the analysis of the role of performance evaluation in the process of realizing the strategic objectives of cultural enterprises, a strategic performance evaluation system of cultural enterprises is constructed. Finally, taking a cultural enterprise in Hebei province as the background, this paper studies the realization method of the strategic performance evaluation system model of the cultural enterprise, which provides practical support for the application of the strategic performance evaluation of the cultural enterprise.
