国有企业重组的动因解析

【摘要】：国有企业重组是国企改革与发展历史进程中的一条主线,受多种因素的交互影响,我国国有企业重组带有明显的周期性。其中,政府偏好及其战略安排在国有企业重组过程中始终处于主体和主导地位,影响和决定着重组的方向、进程和绩效;国有企业经营状况是政府国企重组战略发生改变的更深层次原因;管理者的规模偏好则是影响国有企业重组的重要内生动因。当前我国国有企业重组进入新一轮活跃期,为提高重组绩效,应注重国有企业重组战略的顶层设计,遵循分类重组的原则,优先重组资产专用性高、协同效应显著的企业,同时结合国有企业混合所有制改革,将非国有经济纳入国企重组视野,此外,在配置外部资源的同时也要注重企业内部资源的再整合。
[Abstract]:The reorganization of state-owned enterprises is a main line in the course of the reform and development of state-owned enterprises. Influenced by many factors, the reorganization of state-owned enterprises in China has obvious periodicity. Among them, government preference and its strategic arrangement are always in the main and leading position in the process of state-owned enterprise reorganization, which influence and determine the direction, process and performance of the reorganization. The operating condition of state-owned enterprises is the deeper reason for the change of the reorganization strategy of state-owned enterprises, and the preference of scale of managers is the important endogenous cause of influencing the reorganization of state-owned enterprises. At present, the reorganization of state-owned enterprises in our country has entered a new active period. In order to improve the performance of reorganization, we should pay attention to the top-level design of the reorganization strategy of state-owned enterprises, follow the principle of classified reorganization, give priority to enterprises with high asset specificity and significant synergistic effect. At the same time, combined with the reform of mixed ownership of state-owned enterprises, the non-state-owned economy should be brought into the vision of state-owned enterprise reorganization. In addition, while allocating external resources, we should also pay attention to the re-integration of internal resources of enterprises.
