【摘要】：通过研究我国高等教育评估中的政府行为，发现高等教育评估中政府依然延续着计划经济时期的自上而下的集权管理模式：政府主导评估，评估指标单一，评估过程中主观性较大，政府评估行为缺乏监督等。随着我国市场经济体制的逐步完善，行政管理体制改革的进一步深化，高等教育面临的外部环境发生了根本性的变革，改革政府评估行为亦是大势所趋。因此，本文提出教育评估中介组织独立参与评估，政府通过开展元评估工作，，宏观管理高校及评估中介组织，推动高等教育评估的社会化。本研究首先运用教育评价理论、利益相关者理论和治理理论作为高等教育评估中政府行为的理论基础，提出高等教育评估不应由政府独家垄断，为推动高等教育评估的社会化提供理论依据；其次是通过历史研究的方法，回顾了我国高等教育评估中政府行为的发展历程，对政府在评估实践中发挥的积极作用给予肯定，就存在的问题进行阐述,分析其产生的原因；再次是比较分析了国外政府参与高等教育评估的行为模式，并总结归纳了国外政府在评估中的经验借鉴；最后结合我国的实际情况，重构政府在高等教育评估中的行为。
[Abstract]:Through the study of government behavior in China's higher education appraisal, found the government centralized management model in the assessment of higher education is still a continuation of the planned economy period: top-down government led assessment, assessment of single index and subjective evaluation in the process of large government behavioral assessment of lack of supervision. As China's market economic system gradually improved, further deepening the reform of the administrative system, the fundamental reform of higher education facing the external environment, the reform of government behavior assessment is also represent the general trend. Therefore, this paper puts forward the educational evaluation intermediary organization to independently participate in the assessment, the government through the development of meta evaluation work, the macro management of colleges and universities and evaluation intermediary organization, promoting the evaluation of higher education socialization.
This study first used the educational evaluation theory, stakeholder theory and corporate governance theory as the theoretical basis of government behavior in the assessment of higher education, the higher education evaluation should not be monopolized by the government, to provide a theoretical basis for promoting the socialization of higher education evaluation; followed by the method of historical research, reviews the development process of government behavior in China in the assessment of higher education, affirmed the positive role of the government play in the evaluation practice, the existing problems were discussed, analysis of its causes; the third is the comparison and analysis of foreign government participation in the assessment of higher education mode, and summarizes the foreign governments in the assessment of the experience; finally, combined with the actual in our country, the reconstruction of government behavior in higher education evaluation.
