社会管理创新中的公民参与问题研究

【摘要】：社会管理曾经被狭义的理解就是政府的职能,是指政府通过制定一系列的社会政策和法律规范,对社会组织和社会事务进行规范和引导,健全社会结构,调整社会利益,回应社会诉求,化解社会矛盾,维护社会稳定,促进政治、经济、社会和自然的协调发展。但是,随着时代的迅速发展,社会管理被赋予新的内涵,当前政府面临社会管理的形势越来越复杂,传统意义上的政府为主导地方的“政府行政一体化”的管理模式已经无法适应当前社会管理的需求了,社会管理创新由此成为当下一项紧急而艰巨的任务。党的十八大报告明确提出：“要围绕构建中国特色社会主义社会管理体系,加快形成党委领导、政府负责、社会协同、公众参与、法治保障的社会管理体制。” 社会管理创新是我国政府当前迫在眉睫的重要任务,要求政府摒弃落后的社会管理理念,构建新的社会管理方式,社会管理创新需要政府发挥其社会管理的职能作用,同时更加需要各种社会力量的参与,整合社会资源,发挥社会活力,尤其要求广大公民的参与。我国公民参与社会管理的广度和深度,一定程度上可以衡量社会管理创新活动的.成败。回头审视一下当前的现状,依然存在着许多过时的想法和做法,不利于社会的和谐发展。政府需要转变理念,向服务型政府靠拢,认识到公民应当参与到社会管理的过程中来,具体的做法就是要培育公民参与社会管理的意识,增强他们的社会责任感,让他们认识到自己是国家的主人,提高公民的组织化程度,建立各种公民参与社会管理的有效途径和平台,让公民参与社会管理成为一种习惯,落实到行动上,而不仅仅是停留在口号层面上本文分析了公民参与社会管理创新的含义,探讨了公民参与社会管理创新的动力机制、监督机制、诉求表达机制、政府回应机制以及存在的问题,因此笔者认为政府应当采取有效的措施,对如何建立这些机制进行细致的分析和探讨。同时要借鉴西方国家关于社会管理的先进成果,结合我国的国情和现阶段的状况,谈谈自己对公民参与社会管理创新的想法,提出一些关于我国应当如何提高公民参与社会管理意识的浅薄建议。
[Abstract]:Social management was once understood in a narrow sense as the function of the government. It means that the government regulates and guides social organizations and social affairs by formulating a series of social policies and legal norms, perfects the social structure and adjusts social interests. Responding to social demands, resolving social contradictions, maintaining social stability, promoting the harmonious development of politics, economy, society and nature. However, with the rapid development of the times, social management has been given new connotations. At present, the situation of the government facing social management is becoming more and more complicated. The traditional mode of "government administrative integration", which is dominated by the government, can no longer meet the needs of the current social management. As a result, social management innovation has become the next urgent and arduous task. The report of the 18 National Congress of the Communist Party of China clearly stated: "it is necessary to speed up the formation of party committee leadership, government responsibility, and social coordination around the construction of a socialist social management system with Chinese characteristics." Public participation, a system of social management guaranteed by the rule of law. " Social management innovation is an urgent and important task for our government. It requires the government to abandon the backward concept of social management and construct a new social management mode. Social management innovation requires the government to play its role in social management. At the same time, we need the participation of all kinds of social forces, the integration of social resources, the development of social vitality, especially the participation of the broad masses of citizens, and the breadth and depth of our citizens' participation in social management. To a certain extent, the success or failure of social management innovation can be measured. Looking back at the current situation, there are still many outdated ideas and practices that are not conducive to the harmonious development of society. The government needs to change its ideas. Drawing closer to service-oriented governments and recognizing that citizens should participate in the process of social management by fostering awareness of their participation in social management, enhancing their sense of social responsibility and making them realize that they are masters of the country, To improve the degree of organization of citizens, to establish effective ways and platforms for citizens to participate in social management, to make citizen participation in social management become a habit, to implement it in action, not just to stay at the level of slogans. This paper analyzes the meaning of citizen participation in social management innovation, discusses the motive mechanism, supervision mechanism, appeal expression mechanism, government response mechanism and existing problems of citizen participation in social management innovation. Therefore, the author thinks that the government should take effective measures to analyze and discuss how to set up these mechanisms carefully. Meanwhile, we should draw lessons from the advanced achievements of western countries on social management, and combine the national conditions of our country and the current situation. This paper discusses his own ideas on the innovation of citizen participation in social management, and puts forward some superficial suggestions on how to improve the awareness of citizen participation in social management in our country.
