转型时期俄罗斯工会改革研究

【摘要】：20世纪90年代以来的俄罗斯社会动荡多变,苏联解体后,俄罗斯原有的政治、经济、社会、文化体制开始向新的体制变革,由此开始了一段艰难复杂的社会转型进程。面对俄罗斯社会的急剧转型,作为苏联传统工会的继承者,俄罗斯工会受到了很大冲击,不得不随着社会转型通过改革来转变自己的角色和地位。本文选择俄罗斯工会为研究对象,以当代俄罗斯的转型和工会组织的变迁为背景,分析俄罗斯工会在新时期改革的动因和内容,以此来审视俄罗斯社会经济体制的变迁,具有相当重要的研究价值。本文通过梳理俄罗斯工会在各个时期的发展情况及其改革前苏联工会的具体状况,对俄罗斯工会的发展演变历程进行了概括说明,在此基础上,着重就俄罗斯工会在转型时期改革的背景、改革的原因和内容作出具体的分析,对其改革的特点作出总结,最后对其改革的效果作出了评估。论文的第一章主要论述了俄罗斯工会的形成与发展,并对其在各个历史时期的发展状况做了介绍,分别对俄罗斯工会在沙皇俄国时期形成伊始、苏联时期的全面发展以及转型时期的变迁状况展开论述。第二章着重分析了俄罗斯工会在转型时期改革的动力和原因,并对其改革的内因、外因及改革的紧迫性作了详细论述。第三章重点研究的是俄罗斯工会改革的具体内容,并以改革内容为依据,总结了改革的特点。第四章主要对俄罗斯工会改革的效果进行了评估,并阐释了俄罗斯工会改革后所面临的主要挑战。面对社会的转型、替代性工会的出现及经济全球化、跨国化等的冲击,俄罗斯工会一直受到内部和外部的改革压力。由于失去了原苏联党和国家的支持,工会在新时期不得不发挥自己的新作用,以确保他们继续存在。面对这些竞争和挑战,工会必须对此做出反应,而最好的办法就是改革。俄罗斯工会在苏联解体后社会转型时期的改革取得了很大成就,最重要的是,使工会在动荡的环境中生存了下来,保留了大部分财产及其工会权利和特权,并使工会成为了一个独立的社会组织。虽然俄罗斯工会对这些压力和挑战做出了积极反应,但其在改革的过程中也出现了一些新的问题和挑战,改革本就是一个缓慢和长期的过程,不可能一蹴而就,所以俄罗斯工会的改革还有很长的路要走。
[Abstract]:After the disintegration of the Soviet Union, the original political, economic, social and cultural system of Russia began to change to the new system, thus began a difficult and complex social transformation process.In the face of the rapid transformation of Russian society, as the successor of the traditional trade unions of the Soviet Union, the Russian trade unions were greatly impacted, and had to change their roles and status through the reform with the social transformation.This article chooses the Russian trade union as the research object, taking the contemporary Russia's transformation and the trade union organization vicissitude as the background, analyzes the reason and the content of the Russian trade union reform in the new period, so as to examine the Russian social economic system vicissitude.It has important research value.By combing the development of the Russian trade unions in various periods and the specific situation of the former Soviet Union, this paper summarizes the evolution of the development of the Russian trade unions, and on this basis,This paper focuses on the background, causes and contents of the reform of the Russian trade union in the transitional period, summarizes the characteristics of the reform, and finally evaluates the effect of the reform.The first chapter mainly discusses the formation and development of the Russian trade union, and introduces the development of the trade union in each historical period, respectively, at the beginning of the formation of the Russian trade union in the czarist Russia.The overall development of the Soviet Union period and the transition period of the vicissitudes are discussed.The second chapter analyzes the motive force and reason of the reform of the Russian trade union in the period of transition, and discusses in detail the internal and external causes of the reform and the urgency of the reform.The third chapter focuses on the specific content of the Russian trade union reform, and summarizes the characteristics of the reform based on the reform content.Chapter four mainly evaluates the effect of the trade union reform in Russia and explains the main challenges after the trade union reform in Russia.In the face of social transformation, the emergence of alternative trade unions, economic globalization and transnational impact, Russian trade unions have been under internal and external pressure of reform.Without the support of the former Soviet party and state, trade unions will have to play a new role in the new era to ensure their continued existence.In the face of these competition and challenges, unions must respond, and the best way is to reform.Great achievements have been made in the reform of the Russian trade unions during the period of social transformation after the disintegration of the Soviet Union. Most importantly, the trade unions have survived in a turbulent environment, preserving most of their property and the rights and privileges of their trade unions.And made the union an independent social organization.Although the Russian trade unions have responded positively to these pressures and challenges, some new problems and challenges have emerged in the process of reform, which is a slow and long-term process and cannot be achieved overnight.So Russia's trade union reform has a long way to go.
