全球价值链时代如何更好统筹国际国内规则——中国积极参与全球治理的战略路径分析

【摘要】：从市场、资源"两个统筹"到市场、资源、规则"三个统筹",是我国统筹协调国际国内两个大局战略思想的重大创新。在全球价值链时代,统筹国际国内两类规则成为统筹国际国内两个市场和国际国内两种资源的核心和关键。统筹国际国内两类规则,包括国际规则国内化和国内规则国际化两个方面。改革开放以来,特别是加入世界贸易组织以后,我国以开放促改革促发展,在国际规则国内化方面成就突出,但是在参与国际规则制定、国内规则国际化方面相对滞后。随着国际政治经济格局的不断变化,统筹考虑和综合利用国际国内两类规则,进一步提高我国国际规则国内化的效益,提升我国国内规则国际化的能力,不仅是实现中华民族伟大复兴中国梦的重要战略选择,而且也是中国在重塑国际经济新秩序过程中发挥更大作用的需要。
[Abstract]:From market, resources "two as a whole" to market, resources, rules "three as a whole", is our country as a whole to coordinate the international and domestic two overall situation strategic thought important innovation.In the era of global value chain, the integration of international and domestic two kinds of rules has become the core and key of the integration of international and domestic two kinds of resources.Integrate international and domestic rules, including international rules internalization and domestic rules internationalization.Since the reform and opening up, especially after joining the World Trade Organization (WTO), China has promoted reform and development by opening up to the outside world, and has achieved outstanding achievements in the aspect of domestication of international rules, but it has lagged behind in participating in international rulemaking and internationalization of domestic rules.With the continuous changes of the international political and economic pattern, considering and synthetically utilizing the international and domestic rules, we can further improve the efficiency of the domestication of our country's international rules, and enhance the ability of our country's domestic rules to internationalize.It is not only an important strategic choice to realize the great rejuvenation of Chinese Dream of the Chinese nation, but also a need for China to play a greater role in the process of reshaping the new international economic order.
