“少数民族高层次骨干人才计划”的执行现状及完善对策研究

【摘要】:我国是一个多民族的社会主义国家,少数民族地区的发展关乎国家的和谐稳定、关系着我国社会进步和发展的全局。西部大开发、少数民族地区要发展,教育为先、人才先行。少数民族高层次骨干人才计划这一政策的实施,就是为了培养高层次的西部地区少数民族骨干人才,然而政策执行是将政策理想转化为政策现实、政策目标转化为政策受益的唯一途径。政策执行的有效性事关公共政策的成败。本文的研究选择少数民族高层次骨干人才计划这一政策,就是为了发现该政策在执行过程中还存在的问题并研究对策,使该政策能更好地实现其政策目标。本文主要的行文思路如下: 在绪论中,介绍了该计划实施的国际、国内背景,阐述了本文的研究意义。论文第二章详细地对该政策进行解读,并对国内外学者有关民族教育和政策分析的理论进行梳理。在论文第三章中对参与该政策的三个主体分别进行了调查研究。第四章在调查研究的基础上对该政策进行了详细的分析,并找出政策实施阶段存在的问题。最后一章,给出了政策优化的建议。在结语中对全文进行了梳理总结,并指出了本问研究所得出的结论。 论文的研究依据T.史密斯的政策执行过程模型,从理想化的政策、执行机构、目标群体及环境等因素对少数民族高层次骨干人才计划这一政策进行了分析。论文中该政策的执行机构是教育部、各民族省份的教育行政部门和各培养院校,目标群体是报考少数民族高层次骨干人才计划的学生,环境因素包括我国当前的政治环境、经济环境、文化环境、社会条件等。 通过调查研究几个因素与理想化的原政策间的互动过程,我们发现通过该政策的实施少数民族高层次人才在全国研究生教育中的比重得到大幅提升,但在政策制定中还存在一些问题,如博士研究生招生指标有待细分、少数民族学生的就业问题要加强引导以及重视少数民族学生求学期间的生活费用问题等等。这些问题有待有关部门对政策进行微调才能得到解决。 针对少数民族高层次人才的教育,我们发现要特别加强少数民族学生的爱国主义教育和奉献精神的培养,然而少数民族教育事业的发展与我国社会发展紧密相关,少数民族教育事业的进步依赖于社会、文化、政治、经济等诸多因素的全面进步,这就需要我们在以后的研究中注重各个因素间的相互关系。
[Abstract]:China is a multi-national socialist country. The development of minority areas is related to the harmony and stability of the country and the overall situation of social progress and development of our country.Western development, minority areas to develop, education first, talent first.The implementation of the policy of the high-level ethnic minority talents plan is aimed at training high-level minority backbone talents in the western region. However, the implementation of the policy is to translate the policy ideal into a policy reality.The only way to translate policy objectives into policy benefits.The effectiveness of policy implementation is related to the success or failure of public policy.The purpose of this paper is to find out the problems existing in the implementation of the policy and to study the countermeasures so that the policy can achieve its policy objectives better.The main ideas of this paper are as follows:In the introduction, the international and domestic background of the implementation of the plan is introduced, and the significance of this paper is expounded.The second chapter explains the policy in detail, and combs the theories of national education and policy analysis at home and abroad.In the third chapter, the three subjects involved in the policy are investigated.Chapter four makes a detailed analysis of the policy on the basis of investigation and research, and finds out the problems existing in the implementation stage of the policy.In the last chapter, the suggestions of policy optimization are given.In the conclusion, the author summarizes the whole paper and points out the conclusion of this research.The research basis of this paper is T.Smith's policy implementation process model, from the idealized policy, executive agencies, target groups and environment and other factors to the ethnic minorities high-level backbone talent program policy analysis.In this paper, the executive body of this policy is the Ministry of Education, the administrative departments of education and training colleges in various ethnic provinces, and the target group is the students applying for the program of high-level backbone talents of ethnic minorities. The environmental factors include the current political environment of our country.Economic environment, cultural environment, social conditions, etc.By investigating and studying the interaction between several factors and the idealized original policy, we find that the proportion of high-level minority talents in the national graduate education has been greatly increased through the implementation of this policy.However, there are still some problems in the policy formulation, such as the need to subdivide the enrollment index of doctoral students, the need to strengthen the guidance of the employment of ethnic minority students, and to attach importance to the cost of living during the study of minority students, and so on.These problems will be solved only when the relevant departments fine-tune the policy.In view of the education of high-level talents of ethnic minorities, we find that we should especially strengthen the patriotic education and the cultivation of dedication of ethnic minority students. However, the development of minority education is closely related to the social development of our country.The progress of minority education depends on the overall progress of social, cultural, political, economic and many other factors, which requires us to pay attention to the relationship between the various factors in the future research.
