【摘要】：联邦政府在多大程度上可以参与省政府对本省内能源生产、运输和消费的管理?一省的能源政策多大程度上会受到国内其他省份的影响?对于像加拿大这样的联邦制国家来说,这一问题变得日益复杂而重要,因为能源问题已成为世界各国政府议程上的重要议题。相较于能源产业在加拿大经济中的地位——2013年能源产业为加拿大人提供了 300,000个就业岗位,创造了 10%的名义国内生产总值——在关于加拿大联邦主义的探讨中对能源问题的关注极为有限,甚至于这些不多的探讨都是在其他学科的范围内或涉及相关问题时的一些思考,比如,在讨论能源政治、能源的政治经济问题或者是环境联邦主义等议题时偶有涉及的一些关注。为弥补这一学术空白,作者试图通过分析20世纪60年代至本世纪第二个十年间加拿大历史上极为重要的三个全国性能源政策来进一步发展能源联邦主义的概念。通过使用定性、案例研究及文本分析等研究方法,本文希望能对加拿大能源联邦主义的发展历程、现状以及未来可能的趋势提供一点有用的思考。
[Abstract]:To what extent can the federal government participate in the provincial administration of energy production, transportation and consumption within the province? To what extent will a province's energy policy be influenced by other provinces in the country? For a federal country like Canada, the issue is becoming increasingly complex and important, as energy has become an important issue on the agendas of governments around the world. Relative to the status of the energy industry in the Canadian economy-the energy industry created 300000 jobs for Canadians in 2013, Generating 10 per cent of nominal gross domestic product-with very limited attention to energy issues in the discussion of federalism in Canada, Even this little discussion is a reflection in the context of other disciplines or when it comes to related issues, such as discussing energy politics, There are occasional concerns about energy politics and economics or environmental federalism. To fill this gap, the author attempts to further develop the concept of energy federalism by analyzing three important national energy policies in Canadian history from the 1960s to the second decade of this century. By using qualitative, case study and text analysis methods, this paper hopes to provide some useful thoughts on the development of Canadian energy federalism, current situation and possible future trends.
