新常态的底线思维与战略谋划

【摘要】：2015年是"新常态"元年,中国经济和社会正在向形态更高级、分工更复杂、结构更合理的阶段演化。前30多年的高速增长是以牺牲环境、巨额消耗自然资源和压低劳动力成本为代价换来的,难以持续。中国经济要想持续健康发展就不能再按以前的老路继续走下去,而国际政治经济局势的变化也将加快我国进入"新常态"的步伐。面对"新常态"的挑战,我们必须坚守"公平和正义"的价值取向,调动一切积极因素和手段向改革要动力,向市场要活力,向创新要潜力;极大程度地简政放权、打破利益集团的阻挠和旧体制的束缚,调动广大人民群众的创造力,激活人心、激活人性、激活市场。
[Abstract]:2015 is the first year of the "New normal". China's economy and society are evolving towards a more advanced form, a more complex division of labor and a more rational structure. The rapid growth of the first 30 years was bought at the expense of the environment, huge consumption of natural resources and low labor costs. If China wants to keep on developing healthily, it can't go on along the old road, and the change of international political and economic situation will speed up the pace of entering the "new normal". In the face of the challenge of the "new normal", we must adhere to the value orientation of "fairness and justice" and mobilize all positive factors and means to demand momentum for reform, vitality for the market, potential for innovation, and a great deal of decentralization. Break the obstruction of interest groups and the shackles of the old system, mobilize the creativity of the masses, activate the people, activate human nature, activate the market.
