国家治理、市场理性与公民权利:“农民工”称谓变迁的内在逻辑

【摘要】：主流媒体对"农民工"的称谓经历了"民工""盲流""流动人口""农民工"到"新市民"的变化。从政治经济逻辑来看,这一过程受到不同时期国家核心目标的影响,是国家、市场和社会不断博弈的过程与结果,尤其是在全能型国家逐步放权的过程中,市场和社会力量发挥着重要的推动作用,使国家的社会管理方式发生了诸多变化。改革开放初期,国家面临着城市发展和工业建设的巨大压力,为履行对城市工人的社会契约,"农民工"群体被污名化为"盲流"。随着市场经济体制在中国的逐步完善,在发展主义国家策略下,市场逻辑的强力推动促使"农民工"快速流动,国家的维稳压力巨大,对"农民工"群体实现了从控制到管理的观念变革。2005年以后,"农民工"的公民权利问题日渐成为各界关注的焦点,"农民工"成为城市的"新市民",在和谐发展的框架下国家的治理策略从管理转向服务。
