面向弱势群体的公共图书馆智慧信息服务模式研究

【摘要】：随着我国政治、经济、文化的迅速发展,综合国力得到不断提升,公民的整体文化水平得到大力提高,但弱势群体的文化服务问题仍然比较严峻。作为我国公共文化服务发展的重要主体,公共图书馆在当今信息社会承担着保障信息公平、自由和平等的责任,有义务为保障图书馆弱势群体的文化权益、提升弱势群体的文化水平以及促进社会和谐稳定贡献力量。目前我国公共图书馆弱势群体服务得到重视和改善,但仍存在一系列问题,如服务内容单一、服务效果低下等。本文在分析弱势群体信息服务中的问题基础上,提出运用智慧图书馆的理念与技术,构建一个面向弱势群体的智慧信息服务模式,为弱势群体提供针对性、系统化的服务。通过对我国部分具有代表性的图书馆弱势群体服务的调研,针对该模式的应用提出相应对策和建议,以帮助实现图书馆弱势群体服务的智慧转型。具体包括以下内容：(1)结合我国的政治、经济和信息环境,针对图书馆弱势群体服务存在的问题提出了本课题的研究目的,阐明本文的研究背景,并针对弱势群体服务的国内外研究现状按一定逻辑分析和述评,最后提出本文的研究思路和创新点。(2)阐释本文关于模式构建的相关理论与技术。介绍了图书馆信息服务模式的内涵,对其演化过程进行梳理；对弱势群体服务的理论进行介绍,强调了弱势群体服务的重要意义；在对智慧图书馆理论和技术的论述之后,提出构建一个弱势群体智慧信息服务模式,来实现服务转型。(3)从整体上描述公共图书馆弱势群体智慧信息服务模式的设计框架,在此基础上针对不同弱势群体的类型,对实施过程中的几个系统模块进行深入探讨和详细描述。(4)选取我国十二所公共图书馆作为样本,对弱势群体服务情况进行调查和统计,总结弱势群体智慧信息服务模式在我国公共图书馆中的应用现状以及存在的问题,并结合该模式的构建与实施因素,针对这些问题,联系现实情况提出相应的对策与建议,以保证该模式在图书馆运行过程中的高效实施。
[Abstract]:With the rapid development of politics, economy and culture in our country, the comprehensive national strength has been continuously improved, and the overall cultural level of citizens has been greatly improved, but the problem of cultural service for the disadvantaged groups is still quite severe. As an important subject of the development of public cultural services in China, public libraries are responsible for ensuring information fairness, freedom and equality in the information society today, and have the obligation to protect the cultural rights and interests of the disadvantaged groups in libraries. Raising the cultural level of vulnerable groups and promoting social harmony and stability contribute to the strength. At present, the service of vulnerable groups in public libraries in our country has been paid attention to and improved, but there are still a series of problems, such as single service content, low service effect and so on. Based on the analysis of the problems in the information service of the vulnerable groups, this paper puts forward the idea and technology of applying the wisdom library to construct a mode of intelligent information service for the vulnerable groups, which can provide targeted and systematic services for the vulnerable groups. Through the investigation and research on the service of some representative library vulnerable groups in our country, this paper puts forward the corresponding countermeasures and suggestions for the application of this model, in order to help realize the wisdom transformation of the library vulnerable group service. It includes the following contents: (1) combining with the political, economic and information environment of our country, this paper puts forward the research purpose of this subject in view of the problems existing in the service of the disadvantaged groups in the library, and clarifies the research background of this paper. And according to the domestic and foreign research situation of the service of the vulnerable groups according to certain logic analysis and review, finally put forward the research ideas and innovative points of this paper. (2) explain the related theory and technology of the model construction in this paper. This paper introduces the connotation of library information service mode, combs its evolution process, introduces the theory of weak group service, and emphasizes the importance of weak group service. After discussing the theory and technology of the intelligent library, this paper puts forward a model of the intelligence information service for the weak group to realize the service transformation. (3) the design framework of the intelligence information service mode of the weak group in the public library is described in the whole. On this basis, aiming at different types of vulnerable groups, several system modules in the process of implementation are discussed and described in detail. (4) Twelve public libraries in China are selected as samples. This paper makes an investigation and statistics on the service situation of the vulnerable groups, summarizes the current situation of the application of the intelligence information service model of the vulnerable groups in the public libraries of our country and the existing problems, and combines the construction and implementation factors of the model, aiming at these problems. In order to ensure the efficient implementation of the model in the course of library operation, the corresponding countermeasures and suggestions are put forward in connection with the actual situation.
