近年我国“新闻敲诈”现象研究

【摘要】：2014年3月27日,中宣部等9部门联合印发《中共中央宣传部等关于深入开展打击新闻敲诈和假新闻的专项行动通知》。根据通知精神,国家新闻广电总局在全国范围内开展打击新闻敲诈和假新闻的专项行动。截止到2015年2月5日,新闻广电出版总局前后五次向社会公布了31起违法违规案例,整治效果显著。新闻敲诈是我国新闻媒体中长期存在的违法违规现象。本文将根据近年来新闻敲诈的典型案例来分析我国新闻敲诈现象。论文将以文献研究法、实地调查法等作为基本方法,探讨我国的新闻敲诈现象,并对此现象进行系统研究得到相关结论。本文将结合当下我国所处的时代背景,对时下新闻敲诈的典型案例做系统研究。根据已经被曝光的新闻敲诈案例,从新闻敲诈的主体、客体、目的、途径等角度归纳总结出新闻敲诈在当前社会所呈现的特点,并对新闻敲诈的危害性进行论述。从社会环境和媒体环境两个方面考虑新闻敲诈的形成原因。社会环境将以政治、经济、社会活动的主体为思考维度;媒体环境从采编人员、媒体经营管理层等媒体主要构成部分来考虑。本文将根据特点和成因的分析结果来思考解决新闻敲诈的主要方法。这一章节,将分成解决的主体力量和解决问题的流程两个部分:解决的主体力量包括党和政府、行业协会以及传媒业三个方面;解决问题的流程则从思想教育、法律法规、加强执法力度等角度考虑,提出解决新闻敲诈问题的相关建设性意见。
[Abstract]:On March 27, 2014, the propaganda Department of the CPC Central Committee and other nine departments jointly issued the "Circular of the CPC Central Committee propaganda Department and other special actions to thoroughly crack down on news extortion and false news." In accordance with the spirit of the notice, the State Administration of News, Radio, Film and Television launched a nationwide campaign against extortion and false news. As of February 5, 2015, the State Administration of Press, Television, Radio, Film and publication had announced 31 cases of violation of laws and regulations to the public five times before and after. News extortion is a long-term illegal phenomenon in Chinese news media. This paper analyzes the phenomenon of news extortion in China according to the typical cases of news extortion in recent years. This paper takes literature research and field investigation as the basic methods to discuss the phenomenon of news extortion in China, and makes a systematic study of this phenomenon to get the relevant conclusions. Based on the background of our country, this paper makes a systematic study on the typical case of news extortion. According to the news extortion cases that have been exposed, this paper sums up the characteristics of news extortion in the current society from the aspects of the subject, object, purpose and way of news extortion, and discusses the harmfulness of news extortion. From the social environment and media environment to consider the formation of news extortion reasons. The social environment will take the main body of political, economic and social activities as the dimension of thinking, and the media environment will be considered from the major components of the media, such as editorial staff, media management and so on. This paper will consider the main methods to solve news extortion according to the analysis of characteristics and causes. This chapter will be divided into two parts: the main force to solve the problem and the process of solving the problem: the main force of the solution includes the party and the government, the industry association and the media industry three aspects; The process of solving the problem is considered from the angle of ideological education, laws and regulations, strengthening law enforcement and so on, and puts forward some constructive suggestions to solve the problem of news extortion.
