【摘要】：洛阳是我国重要的工业基地和河南省副中心城市，经济社会发展水平高、资源环境承载能力强，但开放型经济发展水平较低。在全球经济一体化进程加快和境内外产业加速向我国中西部地区转移的新形势下，加强对洛阳开放型经济发展问题的研究，明确其发展重点并给出对策建议，对促进洛阳经济社会发展、助推中原经济区建设具有重要的理论和现实意义。本文以开放型经济理论为支撑，采取量化研究与比较分析相结合的办法，深入分析了洛阳市开放型经济的发展现状及存在的突出问题，并运用SWOT分析法，客观评价了洛阳市开放型经济发展的环境条件，同时理论联系实际，研究论证并提出了洛阳市开放型经济发展的战略重点及相关对策建议。本文在概述开放型经济发展理论的基础上，首先明确了度量开放型经济发展水平的基本指标——经济开放度，并说明提升经济开放度能有效拉动经济增长；其次，在总结回顾洛阳市开放型经济发展成就的基础上，通过与郑州市对比，指出洛阳市在开放型经济发展中存在进出口规模小、利用外资总量少、经济开放度低等突出问题，并进行了深入的原因分析；再次，运用SWOT分析法，客观评价了洛阳市开放型经济发展的优势、劣势及面临的机遇与挑战；最后，结合洛阳市产业发展基础和资源环境条件，，研究提出洛阳市应选择“产业优先”和“贸易转型”发展战略，从扩大开放招商、承接产业转、优化贸易结构、打造开放平台等方面入手，力争实现开放型经济大跨越、大发展，以提升洛阳经济开放度、助推中原经济区建设。
[Abstract]:Luoyang is a sub center of China's important industrial base in Henan province and the city, the level of economic and social development, resources and environment carrying capacity, but the level of the open economy is low. In the new situation of global economic integration process to speed up the inside and outside the industry to accelerate the transfer to the central and western regions of China, to strengthen the research on the problems of Luoyang open type of economic development, the focus of development and gives countermeasures and suggestions to promote Luoyang's economic and social development, has important theoretical and practical significance to boost the construction of the Central Plains Economic Zone.
In this paper, the open economy theory, taking quantitative research and comparative analysis method, in-depth analysis of the present situation of Luoyang's open economy and existing problems, and the use of SWOT analysis, objective evaluation of the Luoyang city economic development environment, and theory with practice, research and demonstration and put forward the strategic focus of the city of Luoyang economic development and relevant countermeasures and suggestions.
Based on the theoretical overview of the development of open economy, the first clear the measure of the level of the open economy the basic index of the degree of economic openness, and enhance economic openness can effectively stimulate economic growth; secondly, on the basis of a review of Luoyang open economy development achievements, by comparing with the city of Zhengzhou it points out that Luoyang in the development of an open economy in the import and export of small scale, the total foreign capital investment, economic openness problems and low, we analyze the reason; thirdly, using SWOT analysis method, objective evaluation of the Luoyang city economic development strengths, weaknesses and opportunities and challenges; finally, the combination of Luoyang City Industrial Development Foundation and resource conditions, research proposed "industry priority" and "trade transformation" development strategy of Luoyang City, from the opening bidding business, to undertake production We should strive to achieve an open economic leap and great development in order to enhance the openness of Luoyang's economy and boost the construction of the Central Plains Economic Zone.
