低碳经济背景下四川区域创新体系的建设

【摘要】：四川区域创新水平长期处于西部首位,但在全国仅属中等。通过分析低碳经济背景下四川区域创新体系建设的迫切性和必要性,探讨四川区域创新体系建设面临的障碍和解决的措施是加速四川区域创新体系建设的路径之一。因此,四川要实现低碳经济创新体系的建设,就必须从制度路径和技术路径两方面入手,其中制度路径包括政府、企业、科研机构及中介机构等创新主体的制度建设;技术路径则重点围绕节能高效、低碳环保、新能源开发等技术推行。
[Abstract]:The level of regional innovation in Western Sichuan for first place, but only in the whole nation is medium. Through the analysis of the necessity and urgency of establishing regional innovation system of Sichuan under the background of low carbon economy, of the construction of Sichuan regional innovation system obstacles and solving measures is to speed up the path of the construction of Sichuan regional innovation system. Therefore, to Sichuan to achieve the construction of low carbon economy innovation system, we must start from the two aspects of the path of institution and technique, the path of system including government, enterprises, the main innovation system construction and scientific research institutions and intermediary institutions; technical route is the focus on energy efficient, low carbon environmental protection, promote the development of new energy technologies.
