政府不同介入类型的产业集群融资案例研究

【摘要】：20世纪50年代,出现了被称之为“产业集群”的经济组织形态,继而被广泛关注和研究。目前我国已经形成了长三角、珠三角和环渤海地区等为主要集聚区的产业集群格局,产业集群已经成为我国经济发展的重要途径。目前很多学者纷纷认为产业集群是解决中小企业融资难问题的重要载体。但是也有一些学者看到多数学者从理论上分析的产业集群特有的融资优势并没有发挥,许多产业集群内的企业仍然存在融资难问题。是什么原因导致产业集群融资优势没能发挥?产业集群融资优势的关键因素是什么?怎样能够强化这一因素,进而发挥产业集群融资优势,推进产业集群的健康有序发展呢?本文从产业集群内企业高于一般企业的特有的信任出发,研究政府介入对产业集群内企业间信任关系以及融资的影响,试图回答如何通过政府介入重塑或强化群内企业特殊的信任关系,使产业集群特有的融资优势得以发挥。首先阐述产业集群的定义、特征、产业集群融资概念,归纳分析产业集群融资优势；接着对产业集群内企业间信任关系进行分析,揭示其变化的动态性,并深入分析影响群内企业间信任的重要因素：政府的作用；然后根据政府介入时间、介入方式、介入效果将产业集群分成：政府支持型产业集群、政府引导型产业集群以及政府指令型产业集群；在此基础上,以泪罗再生资源产业集群、武汉光电子信息产业集群、铁西机床及功能部件产业集群等三种代表政府介入程度的产业集群案例,详细分析了政府支持型、政府引导型以及政府指令型产业集群的信任特征、变化路径、融资方式,并深入剖析各类型产业集群在后续发展中,政府选择什么时机继续介入、采用什么方式介入,怎样强化产业集群内企业间已有信任或重建新的信任或促进信任升级,使政府的各种行为与政策内生化于集群的形成与演化过程,进而使产业集群内的企业利用集群的特殊的信任优势,更容易通过供应链融资、互助担保、组团融资、集合债券等新的融资方式获得融资。证明产业集群内企业间牢固的信任关系是集群融资优势得以发挥的前提,群内企业间的恰当的信任类型是企业选择相应融资方式的基础,融资问题的解决,可以促进产业集群的健康、可持续发展。本研究结论也可以对各地政府制定产业集群政策提供一定的参考。
[Abstract]:In 1950s, there appeared an economic organization called "industrial cluster", which was followed by extensive attention and research. At present, China has formed the industrial cluster pattern of the Yangtze River Delta, the Pearl River Delta and the Bohai Rim region as the main agglomeration areas. Industrial cluster has become an important way of economic development in our country. At present, many scholars think that industrial cluster is an important carrier to solve the problem of financing of small and medium-sized enterprises. However, some scholars also see that most of them theoretically. The unique financing advantages of the industry cluster have not been brought into full play. Many enterprises in industrial clusters still have the problem of financing. What is the reason why the advantages of financing in industrial clusters have not been brought into full play? What are the key factors for the financing advantage of industrial clusters? How can we strengthen this factor, and then give full play to the advantages of industrial clusters financing, and promote the healthy and orderly development of industrial clusters? This paper studies the influence of government intervention on the relationship of trust and financing among enterprises in industrial clusters, starting from the unique trust of enterprises in industrial clusters, which is higher than that of ordinary enterprises. This paper tries to answer how to remold or strengthen the special trust relationship of the enterprises in the cluster through the government intervention, so as to bring into play the unique financing advantages of the industrial cluster. Firstly, the definition, characteristics and the concept of the financing of the industrial cluster are expounded. Induces and analyzes the advantage of industry cluster financing, then analyzes the relationship of trust among enterprises in industrial cluster, reveals the dynamic of its change, and deeply analyzes the important factors that affect the trust among enterprises: the role of government; Then according to the time of government intervention, the way of intervention, the effect of intervention will be divided into: government supported industrial clusters, government-led industrial clusters and government-directed industrial clusters; on the basis of this, the industry cluster of renewable resources can be divided into three categories: government supported industrial cluster, government-led industrial cluster and government-directed industrial cluster. Wuhan optoelectronic information industry cluster, Tiexi machine tool and functional parts industrial cluster are three kinds of industrial cluster cases, which represent the degree of government involvement. The trust characteristics of government supported, government-guided and government-directed industrial clusters are analyzed in detail. The path of change, the way of financing, and the in-depth analysis of the various types of industrial clusters in the follow-up development, the government choose what time to continue to intervene, which way to intervene, How to strengthen the existing trust or rebuild the new trust or promote the upgrade of trust among the enterprises in the industrial cluster, so that the various behaviors and policies of the government can be attributed to the formation and evolution of the cluster. Then the enterprises in the industrial cluster can make use of the special trust advantage of the cluster, and make it easier to finance through the supply chain, mutual guarantee and group financing. It is proved that the firm trust relationship among enterprises in industrial clusters is the prerequisite for the development of cluster financing advantages, and the appropriate trust type among enterprises within clusters is the basis for enterprises to choose the corresponding financing methods. The solution of financing problem can promote the healthy and sustainable development of industrial cluster.
