我国动脉产业与静脉产业协调发展研究

【摘要】：循环经济是由“动脉产业”和“静脉产业”组成的一个完整的物质流体系。从某种意义上讲，导致中国经济增长环境代价过大，是由于动脉产业与静脉产业的断裂，没能形成循环耦合、协调发展的有机统一。动脉产业造血（废弃物）过多，即污染物排放过多，环境污染代价过大；由于没有回流的“静脉血”供给动脉进行动脉血再造，从而导致资源危机。要从根本上扭转中国经济增长环境代价过大的局面，迫切需要构建“动脉产业”与“静脉产业”协调发展体系。通过循环经济的‘减量化’、‘资源化’、‘再利用’“3R”原则，实现“动脉产业”与“静脉产业”的协调发展，力求实现经济的可持续发展。由于我国“动脉产业”与“静脉产业”的失衡发展，导致能源高耗、环境污染、增长环境代价过大的结果。诚然，推动“动脉产业”与“静脉产业”的协调发展不仅有助于经济增长方式的转变和产业结构的调整，尤其是对我国”两型社会“，即：资源节约型、环境友好型，以及保证资源的永续利用具有重要的现实意义。通过大力发展静脉产业，尽可能地把传统的“资源——产品——废弃物”的线性经济模式改造为“资源——产品——再生资源”闭环经济模式，减少对原生自然资源的开采，资源的循环利用，从而把经济系统对自然生态系统的影响降低到最低程度。本文通过国内外有关文献资料的认真调研，，以及循环经济发展的现状分析，试图探索出“动脉产业”与“静脉产业”的协调发展逻辑关系和内在规律，通过对“动脉产业”与“静脉产业”的关系分析，借助数学思维，建立“动脉产业”与“静脉产业”协调发展模型。加之对我国相关的循环经济指标数据的考证，分析我国“动脉产业”与“静脉产业”的协调度，找出“动脉产业”与“静脉产业”协调与否对经济发展的不同影响结果，以便提出协调发展的理论依据和对策建议。
[Abstract]:Circular economy is a complete material consisting of "artery industry" and "vein industry" flow system. Artery (hematopoietic waste) too much, namely excessive discharge of pollutants, environmental pollution is too large; because of no return "blood supply artery for arterial blood recycling, resulting in resources crisis. To fundamentally reverse the China economic growth and environmental costs too much of the situation, the urgent need for coordinated development of system construction" artery industry "and" the vein industry ". Through the circular economy" reduction "and" resources "," reuse "the" 3R "principle, to achieve the coordinated development of the" artery industry "and" vein industry ", and strive to achieve economic Sustainable development. Because of the unbalance development of our country "artery industry" and "vein industry", resulting in high energy consumption, environmental pollution, increase environmental costs too much results. Indeed, promote the coordinated development of "artery industry" and "vein industry" not only helps to change the pattern of economic growth and industrial structure the adjustment, especially on China's "two oriented society", namely: resource saving, environment friendly, and ensure the sustainable use of resources has important practical significance. Through the development of venous industry, as far as possible the traditional "resources - products - waste" of the linear economic model for the transformation of "resources - products renewable resource" closed economy model, reduce the primary exploitation of natural resources, recycling of resources, so the economic system of the natural ecological system is reduced to a minimum.
In this paper, through careful investigation of domestic and foreign literature about the analysis and current situation of the development of circular economy, trying to explore the coordinated development of the "logical relation and inherent law of arterial industry" and "vein industry", the relationship between the "artery industry" and "vein industry" analysis, by means of mathematical thinking, the establishment of "artery industry" with the "vein industry" coordinated development model of circular economy. The related index data for our research, analysis of China's "artery industry" and "vein industry" coordination degree, find out the "artery industry" and "vein industry" coordination and not on the economic development of different effects, in order to provide theoretical basis for the and the Countermeasures of coordinated development.
