陕西省循环经济发展现状与对策研究

【摘要】：改革开放以来,陕西省主要依靠投入大量资本和开放、开发资源来实现经济的快速发展,但随着时间的推移,这种粗放型的经济增长方式所带来的问题进一步显现,资源的大量消耗和浪费对社会和经济环境的影响越来越突出,一些行业面临着产能过剩、供需失衡、成本上涨、价格下跌等问题的考验,发展带来的负面效应也逐步显现,有些已成为陕西经济和社会健康、快速、可持续发展的掣肘因素,陕西发展循环经济显得十分必要和迫切。文中结合陕西地域及自然资源的特点,运用马克思主义经济学原理、可持续发展观,论述了陕西省循环经济发展整体概况,在初步了解以农业和生态服务业为主的陕南、工业和农业为主的关中、能源为主的陕北这三大区域概况的基础上,逐一分析各区域循环经济的发展现状,客观、准确地找出各自的制约因素,主要归结于循环经济理念的普及和认识、法规政策的支持、资金和技术不到位等。归纳出适合陕西三个区域发展循环经济的模式,并针对这三大区域分别提出在陕南要完善并健全推行循环经济的法律、法规体系,构建发展循环经济的基础条件与支撑体系以及政策支持力度；在关中要发挥地方政府在农业循环经济发展中的主导作用,积极调动农民发展农业循环经济的积极性和创造性,组织形式多样的农合组织,形成发展农业循环经济的主力军,完善发展农业循环经济的创新机制；在陕北要充分利用其天然的煤、气、油等资源优势,主要建设结构合理的循环经济工业园区,在发展的同时综合考量自然环境和生态平衡,做到全面可持续良性发展的对策建议。
[Abstract]:Since the reform and opening up, Shaanxi Province has mainly relied on investing a lot of capital, opening up and developing resources to achieve rapid economic development. However, with the passage of time, the problems brought about by this extensive mode of economic growth have further emerged. The huge consumption and waste of resources have more and more prominent effects on the social and economic environment. Some industries are facing the test of overcapacity, imbalance between supply and demand, rising costs, falling prices, and so on. The negative effects brought by development are also gradually emerging. Some of them have become the constraints of Shaanxi's economic and social health, rapid and sustainable development. It is necessary and urgent for Shaanxi to develop a circular economy. This paper combines the characteristics of Shaanxi's region and natural resources and applies the principles of Marxist economics. This paper discusses the overall situation of the circular economy development in Shaanxi Province, on the basis of the preliminary understanding of the three major regional conditions, namely, agriculture and ecological services, Guanzhong, industry and agriculture, and northern Shaanxi, where energy is the main source. By analyzing the current situation of circular economy in each region one by one, and finding out their respective restrictive factors objectively and accurately, it is mainly attributed to the popularization and understanding of the concept of circular economy, the support of laws and policies, The capital and technology are not in place, etc. The models suitable for the development of circular economy in the three regions of Shaanxi are summed up, and in view of these three regions, respectively, the laws and regulations system of promoting circular economy should be perfected and perfected in the south of Shaanxi. In Guanzhong, local governments should play a leading role in the development of agricultural circular economy, and actively mobilize the enthusiasm and creativity of farmers to develop agricultural circular economy, and build up the basic conditions, support system and policy support for the development of circular economy, and give full play to the leading role of local governments in the development of agricultural circular economy. Organize various forms of agricultural cooperation organizations, form the main force for the development of agricultural circular economy, perfect the innovative mechanism for developing agricultural circular economy, and make full use of its natural advantages of coal, gas, oil and other resources in northern Shaanxi, The main construction of circular economy industrial park with reasonable structure is to consider the balance of natural environment and ecology synthetically while developing so as to realize the countermeasure and suggestion of overall sustainable and benign development.
