厦门利用外商直接投资对其技术进步的影响

【摘要】：厦门经济特区自建立以来，通过引进外资，取得了卓越的经济成就，实际利用外资从1985年的7328万美元增长到2011年的172566万美元，地区生产总值从1981年的7.41亿元增加到2011年的2539.31亿元。我国实行的“以市场换技术”的引资策略除了希望利用外资来促进经济增长，另一目的就是促进技术进步。然而，通过既有学者的研究发现，对FDI的技术溢出效应存在着诸多的质疑。本文从行业间溢出和行业内溢出研究了FDI对厦门的技术进步所起的作用。在第二章，对相关的理论知识进行了梳理，通过国际直接投资理论、企业知识理论以及知识溢出理论等分析了FDI的技术溢出的源泉；紧接着，分析了FDI的技术溢出效应和影响因素；在此基础之上，进一步从理论上分析了FDI影响东道国技术进步的机制。在第三章，，本文从FDI的规模、来源地结构、产业分布状况等分析了厦门FDI的现状以及特点，同时，还详细分析了FDI的直接效应和间接效应。在第四章，对FDI是否促进了厦门的技术进步和是否产生了后向关联技术溢出进行了实证分析。结合理论分析和实证分析，最后得出结论：第一，FDI对厦门的技术进步有一定的促进作用，但是在本地技术水平处于不同阶段时呈现不同的特点；第二，就目前而言，厦门地区要想实现技术水平的快速提高，必须依靠自身创新、研发能力的提高，FDI的作用已经较为有限。最后，基于研究结论，本文提出了三点政策建议：第一，提高引进的FDI的质量；第二，确定厦门的产业结构，在吸引相关产业的FDI的同时，努力促进外资企业与内资企业加深产业关联；第三，努力提升厦门地区的人力资本存量。
[Abstract]:Since the establishment of Xiamen Special Economic Zone, remarkable economic achievements have been achieved through the introduction of foreign capital. The actual utilization of foreign capital has increased from 73.28 million US dollars in 1985 to 1.72566 billion US dollars in 2011.The regional GDP increased from 741 million yuan in 1981 to 253.931 billion yuan in 2011.In addition to using foreign capital to promote economic growth, China's "market for technology" strategy is to promote technological progress.However, through the research of existing scholars, there are many doubts about the technology spillover effect of FDI.This paper studies the effect of FDI on Xiamen's technological progress from inter-industry and intra-industry spillover.In the second chapter, the related theoretical knowledge is combed, through the international direct investment theory, enterprise knowledge theory and knowledge spillover theory to analyze the source of FDI technology spillover.On the basis of analyzing the technology spillover effect and influencing factors of FDI, the mechanism of FDI affecting the technological progress of host country is analyzed theoretically.In the third chapter, this paper analyzes the current situation and characteristics of Xiamen FDI from the aspects of FDI scale, source structure and industrial distribution. At the same time, it also analyzes the direct and indirect effects of FDI in detail.In the fourth chapter, the author makes an empirical analysis on whether FDI promotes the technological progress of Xiamen and whether it produces backward correlated technology spillover.Combined with theoretical analysis and empirical analysis, the conclusions are as follows: first, FDI can promote Xiamen's technological progress to some extent, but it has different characteristics when the local technology level is at different stages; second, at present,In order to realize the rapid improvement of technological level, Xiamen must rely on its own innovation, and the role of FDI in improving its R & D capability is already limited.Finally, based on the conclusions of the study, this paper puts forward three policy recommendations: first, to improve the quality of imported FDI; second, to determine the industrial structure of Xiamen, while attracting the FDI of related industries.Efforts to promote foreign enterprises and domestic enterprises to deepen industrial linkages; third, efforts to improve the Xiamen area's human capital stock.
