国际合作供给全球公共品的制度设计研究——兼论中国参与的路径选择

【摘要】：全球公共品(GPGs)是20世纪90年代以来在国际政治经济关系中备受关注的问题之一,它在组织形式、激励机制、实施方式和其他方面,都具有不同于一个国家内公共品提供的特殊性。全球公共品的理论主张与政策建议,主要反映的是发展中国家寻求稳定发展的外部环境的要求,因而建立有效率的全球公共品提供机制,对世界各国尤其是发展中国家实现民族互利、共同发展是十分必要的。解决全球公共品供给难题的最有效途径是国际合作,这就对有效合理的合作制度设计提出了要求。在遵循国际合作制度的原则下,中国必须根据自身经济发展和财政的能力,以供给区域性公共品为切入点,构建符合自身利益的最优供给路径。
[Abstract]:Global Public goods (GPGs) is one of the most important issues in international political and economic relations since the 1990s. All have the particularity which is different from the public goods in a country. The theoretical ideas and policy recommendations of global public goods mainly reflect the requirements of developing countries to seek a stable external environment for development, and thus establish an efficient global public goods delivery mechanism. It is necessary for all countries in the world, especially developing countries, to achieve mutual benefit and common development. The most effective way to solve the problem of global public goods supply is international cooperation, which requires the design of effective and reasonable cooperation system. Under the principle of following the international cooperation system, China must, according to its own economic development and financial ability, take the supply of regional public goods as the starting point and construct the optimal supply path which is in line with its own interests.
