天津宁河开发区发展战略研究

【摘要】：天津市宁河县开发区自建区至今已有21年，在经济、社会发展等方面均取得了不错的成绩。面对目前宁河县“一城三区四基地”宏伟蓝图大发展的历史性机遇和时代赋予宁河开发区新的历史任务的关键时期，，宁河开发区经济增速明显放缓。产业层次较低、缺乏关联度，任务压力艰巨，创新能力不强，土地制约问题，社会贡献率低等诸多问题也凸显出来,宁河开发区目前正面临着严峻的转型挑战。本文首先介绍了宁河开发区的目前现状，并从纵向的时间角度出发，回顾了它的发展历程，简要分析了宁河开发区的动力机制。然后，结合系统分析，运用SWOT方法分析了宁河开发区的优势、劣势、机会、威胁，归纳出其目前需要解决的四个战略性问题。再有，从国内三个先进开发区成功转型的案例入手分析，借鉴其转型成功的经验，并总结出它们对宁河开发区未来发展战略的指导意义。最后，从宁河县整个区域经济的角度入手，提出了优化产业结构、打造总部经济和产业集群、以人才助推发展等建议和措施。本文虽然从天津宁河开发区的角度来研究分析开发区发展战略问题，但涉及的某些问题及解决对策已超出宁河开发区乃至宁河县所能管辖的范围，需要宁河县、天津市的相关职能协调和大力支持，只有这样，天津宁河开发区的未来发展战略问题才能切实落到实处。
[Abstract]:It has been 21 years since the development zone of Ninghe County, Tianjin, and has made good achievements in economic and social development. Facing the historic opportunity of the grand blueprint of "one city, three districts and four bases" in Ninghe County at present and the key period of the new historical task entrusted by the times, the economic growth rate of Ninghe Development Zone has slowed down obviously. Many problems, such as low industrial level, lack of correlation degree, arduous task pressure, weak innovation ability, land restriction, low social contribution rate, etc., have also been highlighted. At present, Ninghe Development Zone is facing a severe challenge of transformation. This paper first introduces the present situation of Ninghe Development Zone, reviews its development course from the perspective of vertical time, and briefly analyzes the dynamic mechanism of Ninghe Development Zone. Then, combined with systematic analysis, this paper analyzes the advantages, disadvantages, opportunities and threats of Ninghe Development Zone by using SWOT method, and concludes four strategic problems that need to be solved at present. Thirdly, this paper analyzes the successful transformation of three advanced development zones in China, draws lessons from their successful experiences, and sums up their guiding significance for the future development strategy of Ninghe Development Zone. Finally, from the point of view of the whole regional economy of Ninghe County, the paper puts forward the idea of optimizing the industrial structure and creating the headquarters economy and industrial cluster. Though this paper studies and analyzes the development strategy of Tianjin Ninghe Development Zone from the perspective of Tianjin Ninghe Development Zone, However, some of the problems involved and the countermeasures involved have gone beyond the scope of the Ninghe Development Zone and even Ninghe County, which requires the coordination and vigorous support of the relevant functions of Ninghe County and Tianjin City. Only in this way, The future development strategy of Tianjin Ninghe Development Zone can be put into practice.
