尉犁县村级集体经济发展的现状与对策研究

【摘要】：本文采用理论联系实际、事例分析与理论分析相结合、一般分析与综合分析相结合的方法,研究了新疆尉犁县农村村级集体经济发展的现状及其对边疆建设的重大意义,分析了当地村级集体经济发展过程中在政策支持、社会环境、特色资源方面的优势,发现了村级集体经济发展中存在着“空壳村”突出和发展不平衡的问题,剖析了问题产生的原因,主要有村干部发展集体经济的思想缺失,缺乏有进取意识的管理人才,缺少对资源优势的充分利用,经营管理制度建设滞后,缺少资金投入和促进的政策。针对以上问题提出了解决的思路和对策,包括通过改革选拔、任用、培训机制,加强农村干部队伍建设,提升发展和管理集体经济的能力,以提高经济效益；村级集体经济发展过程中要因地制宜,充分发挥本地的土地、旅游资源优势,以特色制胜；通过树立尉犁县达西村这一发展村级集体经济的优秀典型的模范作用,宣传并推广其好的经验做法,营造发展集体经济的良好氛围；着眼农村集体经济发展普遍薄弱的实际,在抓好经营管理制度建设的同时,借鉴部门对口支持、强弱村合作、资源加资本型股份合作制,鼓励专业协会运作,支持集体经济向资源利用、资产运营、物业服务方面发展；政府在集体经济发展中主导而不包办,在发展规划、政策倾斜、项目落实、资金扶持、经营让利等方面尽可能多的发挥强大的行政功能推动村级集体经济的发展壮大。村级集体经济承担保障农村基层组织正常运作、建设农村公共基础设施、繁荣农村经济、增加农民收入、维护农村和谐稳定等多重社会功能,国家应该充分考虑到集体经济的弱势地位和其所承担的众多行政、社会责任,以政府为主导,从政策、人才、金融等方面大力支持,并作为一个长期坚持的战略目标。
[Abstract]:By combining theory with practice, case analysis with theoretical analysis, and general analysis with comprehensive analysis, this paper studies the present situation of rural collective economy development in Yuli County, Xinjiang and its significance to the construction of frontier areas. This paper analyzes the advantages of policy support, social environment and characteristic resources in the development of local village collective economy, and finds out that there are some problems in the development of village collective economy, such as "empty shell village" and unbalanced development. This paper analyzes the causes of the problems, such as the lack of ideas of village cadres in developing collective economy, the lack of enterprising management talents, the lack of making full use of the advantages of resources, and the lagging behind in the construction of management system. A policy of lack of financial input and promotion. In view of the above problems, this paper puts forward some ideas and countermeasures to solve them, including reforming the selection, appointment and training mechanism, strengthening the construction of rural cadres' ranks, improving the ability to develop and manage the collective economy, so as to improve the economic efficiency; In the course of the development of village collective economy, it is necessary to adapt measures to local conditions, give full play to the advantages of local land and tourism resources, and win with characteristics; by setting up the outstanding and exemplary role of the village of Daxi, Yuli County, in the development of village level collective economy, To publicize and promote its good experience and practices, to create a good atmosphere for the development of the collective economy; to focus on the reality that the development of the rural collective economy is generally weak; to do a good job in the construction of the management and management system; and to draw lessons from the support of the departments concerned and to strengthen the cooperation between the weak and the weak, To encourage the operation of professional associations and to support the development of the collective economy towards the use of resources, the operation of assets, and property services; the government is leading the development of the collective economy rather than arranging it, and is inclined in its development planning and policy. Project implementation, financial support, management, profit, and other aspects of as much as possible to play a strong administrative function to promote the development and growth of village collective economy. The collective economy at the village level undertakes to ensure the normal operation of rural grass-roots organizations, to build rural public infrastructure, to prosper the rural economy, to increase farmers' income, and to maintain rural harmony and stability. The state should fully take into account the weak position of collective economy and its numerous administrative and social responsibilities, take the government as the leading, vigorously support from the policy, talent, finance and so on, and take it as a long-term strategic goal.
