和谐社会视野下的广东区域协调发展研究

【摘要】：经过30多年改革开放的发展，广东省已成为中国的一个经济大省。然而，广东省各地域情况，诸如自然环境、经济基础和优惠政策等条件存在不同的差异，造成了广东各地区域经济的发展差距也在不断增大，且有加剧之势。广东省区域经济差异的日益扩大，引起了社会的广泛关注。尽管在世界各国经济发展过程中，都会普遍存在区域经济不平行发展的状况。但是，区域间的经济差距不应过大，较大的经济差距会导致地区间的经济冲突，弱化各区域之间的分工合作与协调发展，必然会对经济和社会和谐稳定造成各种影响，这是不容忽视的[1]。 2006年，中国共产党第十六届中央委员会第六次全体会议提出了构建社会主义和谐社会的重要论述，并系统阐述了社会主义和谐社会的建设目标和任务，要求尽快扭转我国区域经济社会发展差距不断扩大的趋势。2007年2月15日，胡锦涛总书记在中央政治局集体学习时也进一步指出：“促进区域协调发展，是推动改革开放和社会主义现代化建设的战略任务，也是加快建设小康社会、以及建设社会主义和谐社会的要求。所以我们必须从站在社会主义和谐社会的战略高度，深刻认识和理解区域协调发展的重要意义”[2]。广东省在构建和谐社会的大环境下，提出构建和谐广东，统筹区域协调发展的战略目标。近年来，广东省综合经济实力一直处于国内领先地位，核心竞争力不断提升，经济结构持续优化，科技创新能力明显增强，社会发展日益进步，人民生活水平大幅提高。然而，必须清楚地看到广东社会经济发展还存在区域发展不平衡问题，如果不能对区域发展失衡问题进行深入分析，以及探求广东区域协调发展的实质问题，就不可能对广东社会经济的发展做出正确决策。[3]当前推进广东省区域协调发展战略，就是要正视广东粤北和东西两翼等欠发达地区的现实，努力实现广东省四大区域的快速协调发展，实现整体经济实力提升，从而科学构建和谐社会。为此，本文旨在研究和谐社会视野下的广东区域协调发展的一些片段，不断探索研究和谐社会与区域协调发展的基础理论关系，对和谐社会视野下的广东区域协调发展进行了深入浅出的评定，并明确指出和谐社会视野下的广东区域协调发展的现状和特点，阐述和谐社会视野下广东区域协调发展取得的成就及存在的问题，并有针对性地提出了发展对策，对构建和谐社会、和谐广东、广东区域协调发展，具有指导意义。文章第一部分主要是本文研究的目的与意义，国内外研究现状，研究思路与本重点与难点问题。第二部分主要是阐述和谐社会与区域协调发展相关理论，通过和谐社会理念的发展历程，分析和谐社会的内涵和性质，并尝试从区域协调发展的角度，论述区域均衡发展理论、区域非均衡发展理念的概念和意义，通过两个理论的结合，为研究和谐社会视野下广东区域发展的提供战略指导。文章第三部分主要对和谐社会视野下的广东区域协调发展进行介评，全面理清和谐社会视野下的广东区域协调发展演变历程、背景、特点，揭示广东区域协调发展的现状和迫切需要解决的发展问题。进一步明确和谐社会与区域协调发展的互动关系，以两者的内在关系，阐述推动广东区域协调发展的外部力量，以及和谐社会与区域协调发展的关联内涵。第四部分主要是全面总结和谐社会视野下的广东区域协调发展现状和存在的问题。通过正反两方面分析和谐社会视野下的广东区域协调发展取得的成就，以及和谐社会视野下的广东区域协调发展过程中存在的问题，进一步明确当前广东区域协调发展的规划和政策的引导作用，提升广东区域协调发展战略水平，不断实现广东经济整体协调发展。同时，通过正确剖析发展存在的问题，深化对区域失衡发展的各种结构性、机制性问题及错误发展思路的认识，加快扭转广东区域经济发展不平衡的局面，从而优化广东区域经济产业发展模式进一步形成。第五部分是本文研究的一个重点内容，，侧重于对和谐社会视野下推进广东区域协调发展提出自己的对策和建议。主要从注重在落后地区发展先进技术和特色产业；形成区域协调发展的联动机制、合作机制；大力发展县域经济，形成错位竞争；合理调整区域间产业结构，创新发展模式；完善落后地区的基础设施，提高基础设施服务力度；坚持以人为本，实现基本公共服务均等化；推进区域优惠政策转移，平衡区域协调发展政策；探索多种形式的区域开发模式，带动的区域增长极；推进城镇化建设步伐，加大对中小企业的扶持力度；实施和谐社会视野下的人才教育战略，推动区域协调发展等十个方面，对促进广东和谐社会与区域经济协调发展有现实指导作用。文章最后为本文的结论部分，总体阐述在和谐社会视野下如何推进广东区域经济发展的路径及发展策略，不断深化和谐社会与区域经济协调发展的内在统一关系，从而达到构建两者和谐发展关系的真正目标。
[Abstract]:After more than 30 years of reform and opening up, Guangdong has become a big economic province in China. However, there are different conditions in Guangdong Province, such as natural environment, economic base and preferential policy, which have caused the development gap of regional economy in all parts of Guangdong, and the regional economy of Guangdong Province is increasing. The expansion of the difference has aroused the widespread concern of the society. Although in the process of economic development all over the world, there will be a general situation of non parallel development of regional economy. However, the economic gap between regions should not be too large and the larger economic gap will lead to the economic disparities between regions and weaken the cooperation and coordination between the regions. Exhibition will inevitably bring about various impacts on the economic and social harmony and stability. This is a [1]. that can not be ignored.
At the Sixth Plenary Session of the Sixteenth Central Committee of the Communist Party of China in 2006, the Sixth Plenary Session of the Central Committee of the Communist Party of China put forward an important exposition of the construction of a socialist harmonious society, and systematically expounded the objectives and tasks of the construction of a harmonious socialist society, and the trend of the continuous expansion of the regional economic and social development gap in China as soon as possible, in February 15th.2007, Hu Jintao During the collective study of the Central Political Bureau, the Secretary further pointed out that "to promote regional coordinated development is the strategic task of promoting reform and opening up and socialist modernization, as well as the requirements for speeding up the construction of a well-off society and building a harmonious socialist society, so we must stand in the strategic height of a socialist harmonious society," A profound understanding and understanding of the importance of coordinated regional development "[2].
In the great environment of building a harmonious society, Guangdong province puts forward the strategic goal of building a harmonious Guangdong and coordinating regional coordinated development. In recent years, the comprehensive economic strength of Guangdong has been in the leading position in the country, the core competitiveness has been continuously promoted, the economic structure is continuously optimized, the ability of scientific and technological innovation is obviously enhanced, the social development is progressing and the people are growing more and more. However, it is necessary to clearly see that there is an imbalance in regional development in Guangdong's social and economic development. If we can not make an in-depth analysis of the problem of regional development unbalance and explore the substantive problems of the coordinated development of the Guangdong region, it is impossible to make a correct decision on the economic development of the Guangdong society at the present time. The strategy of regional coordinated development in Guangdong is to face the reality of the underdeveloped areas, such as North and West Guangdong and the East and West, to realize the rapid and coordinated development of the four regions of Guangdong Province, to achieve the overall economic strength and to build a harmonious society.
Therefore, this paper aims to study some segments of the coordinated development of Guangdong region under the view of harmonious society, explore the basic theoretical relationship of harmonious society and regional coordinated development, evaluate the coordinated development of Guangdong region under the view of harmonious society, and clearly point out the Guangdong regional association under the view of Harmonious Society. The current situation and characteristics of the development of the harmonious society, the achievements and existing problems in the coordinated development of Guangdong region under the view of the harmonious society are expounded, and the countermeasures are put forward, which are of guiding significance to the construction of a harmonious society, the harmonious Guangdong, and the regional coordinated development of Guangdong.
The first part of the article is mainly the purpose and significance of this study, the status of research at home and abroad, research ideas and the key and difficult problems. The second part is mainly to elaborate the related theories of harmonious society and regional coordinated development, analyze the connotation and nature of the harmonious society through the development process of the harmonious society concept, and try to coordinate the development of the harmonious society. The concept and significance of regional balanced development theory, the concept and significance of regional non equilibrium development concept are discussed, and the strategic guidance of Guangdong regional development in the view of harmonious society is provided through the combination of two theories. The third part of the article mainly reviews the coordinated development of Guangdong region under the view of harmonious society and comprehensively clarifies the harmonious society. The evolution process, background and characteristics of Guangdong regional coordinated development in the field of vision, reveal the current situation of the coordinated development of Guangdong region and the urgent need to solve the problem of development, and further clarify the interactive relationship between the harmonious society and the coordinated development of the region, and explain the external force of promoting the coordinated development of Guangdong region with the internal relations of the two, and the harmonious society. The fourth part mainly summarizes the current situation and existing problems of Guangdong regional coordinated development in the view of harmonious society. Through the analysis of the two aspects of the harmonious society, the achievements of the coordinated development of Guangdong region and the coordinated development process of Guangdong region under the vision of the harmonious society will be analyzed. The existing problems will further clarify the guiding role of the planning and policy of the regional coordinated development in Guangdong, enhance the strategic level of the coordinated development of the Guangdong region and continuously realize the coordinated development of the Guangdong economy. At the same time, through the correct analysis of the problems existing in the development, the various structural, institutional and wrong problems of the development of the regional imbalance are deepened. Finally, the article is the conclusion part of this article. In the end, the paper expounds how to promote the path and development strategy of Guangdong regional economic development in the view of harmonious society, and deepen the internal unity of harmonious and harmonious development of harmonious society and regional economy.
