内蒙古经济增长质量研究

【摘要】：自亚当斯密探究国民财富性质和原因开始,世界著名经济学家都在坚持不懈的研究经济增长的源泉以及如何提高经济增长的速度。2012年我国中央经济工作会议指出要“处理好保持经济平稳较快发展、调整经济结构和管理通胀预期的关系,加快推进经济发展方式转变和经济结构调整”,说明国家更注重经济增长的稳定性,并通过转变经济发展方式和调整经济结构提升经济增长的速度和质量。内蒙古经济增长速度逐年递增,但是从经济增长的一般规律来看,起点较低时较容易获得高速度,而随着经济总量的不断增长,增长率会呈现一种自然下降的趋势,而且更深层次的问题在于经济增长的高速度并不意味着经济增长的高质量。而提高经济增长的质量和效益,增强经济发展后劲,是实现经济社会全面协调可持续发展的必然要求。本文首先对国内外经济增长质量评价的相关研究成果进行深入的阐述和分析,从而确定了经济增长质量的内涵；其次,根据经济增长质量的内涵和评价原则构建了适合内蒙古区情的经济增长质量综合评价指标体系；第三,基于所建立的评价指标体系,利用2010年和2011年的全国统计数据,运用因子分析的方法对全国30个省市区(除西藏)的经济增长质量进行了综合评价；第四,结合内蒙古的实际区情,运用因子分析所得出的结果,对内蒙古的经济运行质量、科技进步质量、人民生活质量、资源能源和环境质量和经济增长潜能进行了分项评价；第五,结合内蒙古经济增长质量的特点,针对内蒙古经济增长质量的主要问题提出了操作性较强的政策建议。
[Abstract]:Since Adam Smith explored the nature and causes of national wealth, Famous economists all over the world are constantly studying the source of economic growth and how to improve the speed of economic growth. The 2012 Central Economic work Conference of China pointed out that it is necessary to "properly handle and maintain stable and rapid economic development." Readjusting the relationship between economic structure and managing inflation expectations, speeding up the transformation of the mode of economic development and readjusting the economic structure, "shows that the state pays more attention to the stability of economic growth. And through changing the mode of economic development and adjusting the economic structure to improve the speed and quality of economic growth. The rate of economic growth in Inner Mongolia is increasing year by year, but from the general law of economic growth, it is easier to obtain high speed when the starting point is relatively low. However, with the continuous growth of the total economic volume, the growth rate will show a natural downward trend. And the deeper problem is that high growth does not mean high quality. It is necessary to improve the quality and benefit of economic growth and strengthen the stamina of economic development to realize the overall coordinated and sustainable development of economy and society. In this paper, firstly, the related research results of the quality evaluation of economic growth at home and abroad are expounded and analyzed in depth, and then the connotation of the quality of economic growth is determined. According to the connotation and evaluation principle of economic growth quality, a comprehensive evaluation index system of economic growth quality suitable for Inner Mongolia region is constructed. Thirdly, based on the established evaluation index system, the national statistical data of 2010 and 2011 are used. The economic growth quality of 30 provinces and municipalities in China (except Tibet) is comprehensively evaluated by the method of factor analysis. Fourthly, according to the actual situation of Inner Mongolia and the results of factor analysis, the economic operation quality of Inner Mongolia is evaluated. The quality of scientific and technological progress, the quality of people's life, the quality of resources, energy and environment and the potential of economic growth were evaluated separately. In view of the main problems of Inner Mongolia economic growth quality, the paper puts forward some feasible policy suggestions.
