广东省均等化服务综合评价

【摘要】：社会发展的基本宗旨是人人共享、普遍受益。在当前，，通过实现基本公共服务均等化，让人民共享改革发展成果，是解决民生问题、化解社会矛盾、促进社会和谐、体现社会公平的迫切需要。为实现共享改革发展成果的目标，我国政府重视推进基本公共服务均等化，但现阶段仍面临诸多挑战，依然存在许多非均等化现象。从技术上来看，主要是因为目前我国基本公共服务评价体系还未健全，基本公共服务评价能力较低，还缺乏基本公共服务综合评价的方法与技能，因此这就需要一个健全的基本公共服务评价体系来对公共部门的行为进行约束和引导。当前，广东省处在以发展方式转变为主线的第二次转型与改革的关键阶段。进入以公平和可持续发展为目标的第二次转型与改革的新阶段，城市化战略地位开始凸显。这必将面临着产业升级与人口素质不高，经济效益与共享式发展的矛盾等突出矛盾。这迫切需要推进基本公共服务均等化来解决这些矛盾。因此广东省政府提出要深入推进基本公共服务均等化综合改革。当前，广东省正在积极探索推进基本公共服务均等化的路径。本文分为6个部分，从基本公共服务均等化的定义、基本公共服务范围的界定，基本公共服务指标体系设计的原则，确定指标权重方法的选择，综合评价方法的运用等方面入手，参考了国内外的研究情况，结合广东省的人口状况，提出了广东省基本公共服务均等化的指标体系，并利用该体系及相关统计数据，运用基于模糊层次分析法的多层次灰色关联分析模型，对广东省当前的基本公共服务均等化现状进行综合评价，得出了广东省当前基本公共服务区域间差距极大，基本公共服务均等化总体水平处于较低层次，各指标发展不均衡的结论。为广东省乃至全国今后推进基本公共服务均等化建设提供参考，对有关政策部门制定基本公共服务均等化政策将有一定的参考价值。
[Abstract]:The basic purpose of social development is for everyone to share and benefit from it. At present, it is an urgent need to solve people's livelihood problems, resolve social contradictions, promote social harmony and reflect social equity by equalizing basic public services and letting people share the fruits of reform and development. In terms of technology, the main reason is that the evaluation system of basic public services in China is not perfect, the evaluation ability of basic public services is low, and the comprehensive evaluation methods and skills of basic public services are lacking. A sound basic public service evaluation system is needed to constrain and guide public sector behavior.
At present, Guangdong Province is in the key stage of the second transformation and reform with the transformation of development mode as the main line. As the second transformation and reform with the goal of fairness and sustainable development, the strategic position of urbanization is becoming prominent. It is urgent to promote the equalization of basic public services to solve these contradictions. Therefore, the Guangdong Provincial Government proposes to further promote the comprehensive reform of the equalization of basic public services. At present, Guangdong Province is actively exploring ways to promote the equalization of basic public services.
This paper is divided into six parts. Starting with the definition of the equalization of basic public services, the definition of the scope of basic public services, the principle of designing the index system of basic public services, the selection of the method of determining the weight of the index, and the application of the comprehensive evaluation method, this paper refers to the research situation at home and abroad, and puts forward a wide range of proposals in light of the population situation of Guangdong Province. The index system of the equalization of basic public services in eastern Guangdong Province is established. Based on this system and related statistical data, the current situation of the equalization of basic public services in Guangdong Province is comprehensively evaluated by using the multi-level grey relational analysis model based on Fuzzy Analytic Hierarchy process. The conclusion is that the overall level of equalization of public services is at a lower level and the development of various indicators is not balanced.
