代工模式下我国沿海地区产业“空心化”问题探究

【摘要】：产业“空心化”又称为产业“空洞化”,并不是一个全新的经济现象,一些发达国家的经济发展过程中都不同程度的出现过,尤其在经济结构出现调整的关键时期,通常都伴随着产业“空心化”的问题。历史上,美国和日本各自在不同时期出现了产业“空心化”的现象。这两个国家出现这种经济现象既有相同或相似的原因,又有各自的不同之处。改革开放以后,中国的经济经过了三十年的发展,取得了举世瞩目的成就。然而发展过程中一些问题也不断暴露,如资源消耗过快,环境污染严重等。中国经济要想持续发展,必须转变发展方式。目前,我国的经济结构处于不断调整的过程当中。随着人力成本的不断上升、国内对环境与资源要素越来越重视,沿海一些城市在比较优势逐渐减少。在这种情况下,一些产业为了减少生产成本不断转移到具有比较优势的国家或地区去。而国内的新兴产业还没有发展到可以弥补这些产业转移所出现的空缺的程度,这使得我国沿海一些城市经济在一定程度上出现了产业“空心化”。因此,从产业转移与产业结构调整的角度,深入分析这些国家或地区产生产业“空心化”的原因,并结合中国的实际情况提出预防我国产业“空心化”的建议具有十分重要的意义。
[Abstract]:Industry hollowing, also known as industry hollowing, is not a new economic phenomenon. Some developed countries have appeared in different degrees in the process of economic development, especially in the critical period of economic restructuring, usually accompanied by the problem of industry hollowing. Historically, the United States and Japan are different from each other. After 30 years of reform and opening up, China's economy has made remarkable achievements. However, some problems have been exposed in the process of development, such as the disappearance of resources. At present, China's economic structure is in the process of constant adjustment. With the rising cost of human resources, more and more attention has been paid to environmental and resource factors in China, and some coastal cities are gradually reducing their comparative advantages. In order to reduce production costs, some industries have been transferred to countries or regions with comparative advantages. However, the domestic emerging industries have not yet developed to the extent that they can make up for the vacancies arising from the industrial transfer, which makes the economy of some coastal cities in China appear "hollow" to a certain extent. From the angle of industrial structure adjustment, it is of great significance to analyze the causes of industry hollowing in these countries and regions and put forward suggestions to prevent industry hollowing in China.
