区域经济一体化对技术创新的影响研究

【摘要】：开放经济条件下,一国技术创新能力的形成,不仅取决于一国内部的研发投入,也受到其他国家技术扩散的影响。目前区域经济一体化发展迅速,对一国技术进步、经济增长具有重要作用,已有学者就相关问题进行了研究,但没有形成较为系统的理论框架。本文从区域经济一体化对技术创新的影响这一视角出发,在对已有文献进行回顾和梳理的基础上,将相应机制归结为国际贸易、外商直接投资、国际技术合作以及市场效应等机制。本文首先分析了异质性区域经济一体化的建立对于全要素生产率的影响,并细分了区域经济一体化对技术创新的影响。进一步,基于欧洲经济一体化,对一体化不同发展阶段引致技术创新效果进行了实证检验；基于太平洋地区两个主要一体化协议中国-东盟自由贸易区和北美自由贸易区,对国际贸易机制、外商直接投资机制和市场规模效应引致技术创新进行了实证检验,以分析不同机制以及不同类型区域一体化技术创新的异质性效果。实证结果表明,运用DEA方法,就异质性区域经济一体化对全要素生产率的影响来看,自贸区的成立促进了成员国全要素生产率的增加；不同类型区域经济一体化全要素生产率增长具有差异性,并且不同类型区域经济一体化TFP增长对技术效率和技术进步的依赖路径具有偏向性;不同类型区域经济一体化技术效率变化和技术进步变化存在差异性；对中国参与自贸区进行分析,还发现自贸区对全要素生产率作用的大小部分依赖于地理位置的远近,验证了国际技术溢出的地理空间性。进一步,对于欧洲区域经济一体化的技术创新效应的实证检验发现,关税同盟、共同市场、经货联盟的建立,均通过市场需求规模效应促进技术创新水平的提高；欧洲经济一体化程度越高,其通过市场需求规模效应对技术创新的影响越显著,但这一增加趋势在各国别间的体现有所不同。对于亚太地区区域经济一体化的技术创新效应的实证检验结果显示,加入区域经济一体化均促进了各成员国的技术创新水平的提高；但对于不同区域经济一体化的不同国家的影响存在差异性；加入南北型区域经济一体化的发展中国家比加入南南型区域经济一体化的发展中国家更能从国际技术扩散中受益,提高其技术创新水平。
[Abstract]:Under the condition of open economy, the formation of a country's technological innovation capability depends not only on the R & D investment within one country, but also on the technology diffusion in other countries. At present, regional economic integration is developing rapidly, which plays an important role in the technological progress and economic growth of a country. Some scholars have studied the related problems, but have not formed a more systematic theoretical framework. From the perspective of the impact of regional economic integration on technological innovation, based on reviewing and combing the existing literature, this paper puts forward the corresponding mechanism as international trade, foreign direct investment, and so on. International technical cooperation and market effects and other mechanisms. This paper first analyzes the impact of the establishment of heterogeneous regional economic integration on the total factor productivity, and subdivides the impact of regional economic integration on technological innovation. Furthermore, based on the European economic integration, the paper makes an empirical test on the effect of technological innovation in different stages of integration, based on the two major integration agreements in the Pacific region, namely, China-ASEAN Free Trade area and North American Free Trade area. In order to analyze the heterogeneity effects of different mechanisms and different types of regional integration technology innovation, the paper makes an empirical test on the international trade mechanism, foreign direct investment mechanism and market scale effect. The empirical results show that the establishment of free trade zone promotes the increase of total factor productivity of member countries in terms of the effect of heterogeneous regional economic integration on total factor productivity by using DEA method. Different types of regional economic integration have different total factor productivity growth, and different types of regional economic integration TFP growth has bias to technological efficiency and technological progress. There are differences in technological efficiency and technological progress in different types of regional economic integration. By analyzing China's participation in FTAs, it is found that the FTAs partly depend on the geographical location of the total factor productivity. The geographical spatial property of international technology spillover is verified. Furthermore, the empirical test of the technological innovation effect of European regional economic integration shows that the establishment of customs union, common market and economic union all promote the improvement of technological innovation level through the scale effect of market demand. The higher the degree of European economic integration, the more significant the impact on technological innovation is through the scale effect of market demand, but the increasing trend is different from country to country. The empirical results of the technological innovation effect of the regional economic integration in the Asia-Pacific region show that joining in the regional economic integration promotes the improvement of the technological innovation level of the member countries. However, there are differences in the impact on different countries of regional economic integration; developing countries that join North-South regional economic integration benefit more from international technology diffusion than developing countries that join South-South regional economic integration.
