吉林省经济发展软环境优化发展问题研究

【摘要】:经济发展软环境是相对硬环境而言的一个概念,它既是生产力,也是竞争力,在投资选择过程中,提供规范有序、优质高效服务的地区,势必能够得到投资者的信赖,同时在区域竞争中获得胜利,并为企业赢得发展先机。 本文在综合分析现有软环境理论研究的基础上,提出经济发展软环境的概念,是指硬环境以外“看不见”的、对企业投资发展起着至关重要影响的因素。包括政策倾斜、办事效率、政府诚信、服务态度等众多主观性因素。因此,一个地区良好的投资软环境,既能够弥补硬件条件的不足,还可以营造出硬环境所无法替代的发展优势。可见,在软环境发展过程中,建设的作用至关重要。 吉林省各级政府、各部门都把软环境整治摆到重要位置,先后采取了转变思想、提高服务意识,全面推进行政审批相对集中改革,规范行政权力,行政审批流程再造,加强电子监察系统建设,整改企业和群众意见,减轻企业负担,强化网上办事能力,协调解决和严肃查处涉软问题及案件,创新工作机制等一系列措施,在软环境治理方面取得了一定成效。在近几年吉林省开展的民主评议软环境工作中,群众满意度均有所提高,群众提出的意见和建议都被吉林省软环境办整理归纳,反馈给各相关部门,对群众所反映的问题逐条进行整改落实。企业与群众在办事过程中确实感受到政府办事效率提高了、服务态度变好了、办业务比以前更容易了等真实的体会。 但是,吉林省经济发展软环境建设仍存在着政府工作人员“官本位”等没有完全摒弃的落后思想;政务大厅定位模糊,管理监督工作开展困难;行政审批制度改革阻力较大、授权不到位现象突出;政府职能部门的资源整合相对滞后,制约着行政审批制度改革的实施;监督检查机制不完善,仍存在“乱作为、不作为”现象等实际困难和问题。 因此,在综合分析吉林省经济发展软环境现状的基础上,本文提出了政府职能部门工作人员要正确对待认识经济发展软环境建设的重要性,深刻认识软环境工作的新内涵;加大经济发展软环境建设的制度建设,逐步完善经济发展软环境建设的长效机制;加强机关作风建设,加快政府职能转变;加强监督能力,推进政务公开;提高行政审批效率,为企业提供优质服务;建立社会信用体系,改善投资环境;建立和完善反映经济发展软环境问题的畅通渠道;加强对破坏经济发展软环境建设行为的监督,加大对涉软案件的查处力度;加强宣传力度,营造“人人都是软环境”的舆论氛围等对经济发展软环境建设长远发展的建议和意见。希望藉此可以为吉林省走出具有吉林特色的经济发展软环境建设之路作出一些贡献。
[Abstract]:The soft environment of economic development is a concept relative to the hard environment. It is not only a productive force but also a competitive power. In the process of investment selection, areas that provide regular and orderly, high-quality and efficient services are bound to be trusted by investors. At the same time in the regional competition to win victory, and for enterprises to win the first opportunity to develop. On the basis of comprehensive analysis of the existing soft environment theory, this paper puts forward the concept of soft environment for economic development, which refers to the "invisible" factors outside the hard environment and plays a crucial role in the development of enterprise investment. Including policy bias, efficiency, government integrity, service attitude and many other subjective factors. Therefore, a good investment soft environment in a region can not only make up for the shortage of hardware conditions, but also create a development advantage that can not be replaced by hard environment. Visible, in soft environment development process, the function of construction is very important. The governments and departments of Jilin Province at all levels have put the improvement of the soft environment in an important position. They have successively adopted the idea of changing their thinking, improving their service awareness, comprehensively promoting the relatively centralized reform of administrative examination and approval, standardizing administrative power and reengineering the administrative examination and approval process. To strengthen the construction of electronic supervisory systems, rectify and reform the opinions of enterprises and the masses, lighten the burden on enterprises, strengthen their ability to handle affairs on the Internet, coordinate and seriously investigate and deal with soft problems and cases, and innovate working mechanisms, etc. In soft environment governance has achieved certain results. In recent years, in the work of democratic evaluation and soft environment in Jilin Province, the satisfaction of the masses has all improved, and the opinions and suggestions put forward by the masses have been collated and summarized by the soft Environment Office of Jilin Province and fed back to the relevant departments. Carry out rectification and reform one by one to the problems reflected by the masses. Enterprises and the masses do feel that the efficiency of government work has improved, the service attitude has become better, and it is easier to do business than before. However, in the soft environment construction of economic development in Jilin Province, there are still some backward thoughts, such as "official standard" of government staff, vague orientation of the government hall, difficulty in carrying out management and supervision work, and so on. The reform of administrative examination and approval system has great resistance, the phenomenon of authorization is not in place, the resources integration of government function department is relatively lagging behind, which restricts the implementation of administrative examination and approval system reform. The mechanism of supervision and inspection is not perfect, and there are still practical difficulties and problems such as "disorderly action, omission" and so on. Therefore, on the basis of comprehensive analysis of the present situation of soft environment of economic development in Jilin Province, this paper puts forward that the staff of government functional departments should correctly deal with the importance of understanding the construction of soft environment in economic development, and deeply understand the new connotation of soft environment work. Strengthen the system construction of economic development soft environment construction, gradually improve the long-term mechanism of economic development soft environment construction, strengthen the construction of the style of government, accelerate the transformation of government function, strengthen the ability of supervision, promote the openness of government affairs; To improve the efficiency of administrative examination and approval, to provide high-quality services for enterprises, to establish a social credit system, to improve the investment environment, to establish and improve the smooth channels to reflect the soft environment problems of economic development; To strengthen the supervision of the construction of the soft environment to destroy the economic development, and to increase the investigation and punishment of soft cases; Strengthen propaganda, build the public opinion atmosphere of "everybody is soft environment" and other suggestions and opinions on the long-term development of economic development soft environment. It is hoped that Jilin Province can make some contributions to the construction of soft environment in economic development with Jilin characteristics.
