青海柴达木循环经济试验区产业生态化研究

【摘要】：我国正处于工业化、城镇化加快发展时期。经济发展与资源环境约束的矛盾日益突出，发展循环经济是调整经济结构、创新发展方式、建设资源节约型和环境友好型社会、实现可持续发展的必然选择。“十一五”规划纲要把发展循环经济作为重大战略任务，党的十七大提出了促进循环经济形成较大规模的新要求，党的十八大提出构建“五位一体”社会主义和谐社会，把生态文明建设摆在了突出的位置。青海省柴达木地区矿产资源丰富，是一个典型的资源型地区，是国家西部大开发特色优势产业基地，是青海省经济社会发展最具活力的区域，是实施“三江源”保护的主要经济来源和财力支撑地区，承担着支撑青海省经济社会发展、支援藏区建设的重任。但是，，柴达木地区生态系统脆弱，生态环境的敏感性和不稳定性突出。如何解决发展经济与保护生态环境之间的矛盾，实现又好又快发展，是该地区发展面临的突出问题。而发展循环经济是解决这一问题的现实选择。循环经济是生态经济的重要形态。柴达木循环经济试验区第二产业尤其是工业产值占GDP的比重超过75%，因此，柴达木地区要发展循环经济，就应该首先实现工业的生态化发展。基于此，文章以柴达木循环经济试验区为研究对象，以马克思主义生态经济思想和中国特色社会主义理论中的生态经济思想为指导，结合西方经济学中的生态经济理论，通过对该区域的实地调查研究，分析研究了试验区的发展现状，摸清了试验区实现产业生态化发展的基础条件，摸清了试验区在产业生态化发展方面的阶段性成果和存在的突出问题，然后根据循环经济发展的内在要求和产业生态化的发展规律提出了试验区实现产业生态化的路径，并提出了有利于实现产业生态化的若干建议，这些建议一方面来自于实地调研，另一方面来自于产业生态化的实现路径。
[Abstract]:Our country is in industrialization, urbanization accelerates development period. The contradiction between economic development and the restriction of resources and environment is increasingly prominent. Developing circular economy is the inevitable choice to adjust the economic structure, innovate the way of development, build a resource-saving and environment-friendly society, and realize sustainable development. The outline of the Eleventh Five-Year Plan regards the development of circular economy as a major strategic task. The 17th National Congress of the Party has put forward new requirements to promote the formation of circular economy on a larger scale, and the 18th National Congress of the Party has put forward the construction of a "five-in-one" socialist harmonious society. The construction of ecological civilization has been placed in a prominent position. The Chaidamu region of Qinghai Province is rich in mineral resources, is a typical resource-based region, is the national western development characteristic advantage industrial base, is Qinghai Province economic and social development most dynamic region, It is the main source of economic and financial support for the protection of the "three Rivers", and undertakes the important task of supporting the economic and social development of Qinghai Province and supporting the construction of Tibetan areas. However, the Qaidam region ecosystem is fragile, the ecological environment sensitivity and instability are prominent. How to solve the contradiction between the development of economy and the protection of the ecological environment, and how to achieve good and rapid development is a prominent problem facing the development of the region. The development of circular economy is a realistic choice to solve this problem. Circular economy is the important form of ecological economy. The secondary industry, especially the industrial output value, in Qaidam circular economy experimental area accounts for more than 75% of GDP. Therefore, in order to develop circular economy in Qaidam region, the ecological development of industry should be realized first. Based on this, this paper takes the Qaidam circular economy experimental area as the research object, takes the Marxist ecological economy thought and the ecological economy thought in the socialism theory with Chinese characteristics as the guidance, unifies the ecology economy theory in the western economics. Through the field investigation and research in this area, this paper analyzes and studies the present situation of the development of the experimental area, and finds out the basic conditions for realizing the ecological development of the industry in the experimental area. This paper makes a clear understanding of the stage achievements and outstanding problems existing in the development of industrial ecology in the experimental area, and then puts forward the path to realize the ecological development of industry in the experimental area according to the inherent requirements of the development of circular economy and the law of the development of industrial ecology. Some suggestions are put forward to realize the ecologicalization of industry on the one hand from the field investigation on the other hand from the realization path of the ecologicalization of the industry.
