昌抚经济一体化发展战略

【摘要】：改革开放以来，我国经济保持了持续、快速增长的良好态势，并于2011年成为世界第二大经济体。在经济发展的同时，我国积极调整区域经济发展格局。仅2006年以来，就先后批复了泛珠三角、海峡西岸经济区、中原经济区、鄱阳湖生态经济区等20多个区域经济发展规划，促进空间开发秩序的合理化，为全面建设小康社会奠定了坚实的基础。推进区域城市经济一体化发展，从来都是社会热点、百姓焦点，特别是在当前信息化、工业化、城镇化、农业现代化迅速发展的时代，深化区域城市间的分工协作，加强共建共享，有利于区域城市经济发展，提升产业层次，，改善基础设施，方便群众生产生活。基于上述认识，本文以江西省南昌市、抚州市经济一体化为例，深入研究了昌抚经济一体化演进过程、现状、存在的问题，阐述了加快推进一体化发展的重要意义，并从经济学、管理学的角度，提出了观念对接、交通组织、规划设计、信息资源、要素市场、产业发展、环境保护、民间交流、体制机制、政策措施、组织领导等11个方面的具体政策建议。本文主要结论有：合理、科学设置新的行政区划，完善体制机制，将更好地推进“市区同城”型城市发展。行政区划的改革、变迁主要是基于管理幅度与管理层次之间的关系，管理幅度设置非常重要。各地可以有针对性地制定行政区划发展和改革战略，促进经济社会发展。同时，在国家支持政治体制改革的大背景下，欠发达地区可以通过探索，争取支持，实现一次新的区划调整，以适应当前经济社会发展需要。
[Abstract]:Since the reform and opening up, China's economy has maintained a good situation of sustained and rapid growth, and has become the second largest economy in the world in 2011. At the same time of economic development, China has actively adjusted the pattern of regional economic development. Since 2006 alone, more than 20 regional economic development plans, such as the Pan Pearl River Delta, the West Bank of the Strait Economic Zone, the Central Plains Economic Zone, and the Poyang Lake Ecological Economic Zone, have been approved successively to promote the rationalization of the order of space development. It has laid a solid foundation for building a well-off society in an all-round way. To promote the economic integration of regional cities has always been a social hot spot. People focus on deepening the division of labor and cooperation among regional cities, especially in the current era of information technology, industrialization, urbanization, and rapid development of agricultural modernization. Strengthening co-construction and sharing is beneficial to the economic development of regional cities, upgrading the industrial level, improving infrastructure, and facilitating the production and living of the masses. Based on the above understanding, this paper takes the economic integration of Nanchang and Fuzhou in Jiangxi Province as an example, deeply studies the evolution process, current situation and existing problems of Chang-Fu economic integration, and expounds the significance of speeding up the development of integration. And from the angle of economics and management, this paper puts forward the concept docking, transportation organization, planning and design, information resources, factor market, industrial development, environmental protection, folk communication, institutional mechanism, policy and measures. Organizational leadership and other 11 aspects of specific policy recommendations. The main conclusions of this paper are as follows: reasonable and scientific setting up new administrative divisions and perfecting the system and mechanism will better promote the development of "urban areas with cities". The reform of administrative divisions is mainly based on the relationship between the management range and the management level, and the setting of the management range is very important. Various localities can formulate development and reform strategies for administrative divisions and promote economic and social development. At the same time, under the background of the state supporting the reform of the political system, the underdeveloped areas can achieve a new regionalization adjustment through exploring and striving for support, in order to meet the needs of the current economic and social development.
