安徽财政支出与区域经济收敛性研究

【摘要】：区域经济的均衡发展是一个地区长期追求的目标，财政支出是影响区域经济发展的一个重要因素，政府越来越注重用财政支出政策干预区域经济发展。本文主要研究安徽财政支出与区域经济收敛性。在研究过程中，首先阐述新古典增长和新经济增长两种理论的收敛观，同时分析财政支出规模和支出结构对经济增长的影响，为本文研究奠定了理论基础；然后描述安徽省区域经济差距的现状和变动趋势，在此基础上分析区域经济差距存在的原因；接着使用新古典经济的绝对收敛和条件收敛模型，以1997-2010年安徽各市人均GDP增长率、财政支出规模和支出结构为基础数据，利用面板数据回归的固定效应模型分析1997年以来安徽区域经济的收敛模式；最后根据实证结果，结合安徽省实际情况，分别从财政支出规模和支出结构两方面提出协调安徽区域经济发展的财政支出政策。 研究结果表明：从安徽区域经济差距现状来看，安徽省各市之间经济差距很大，皖江地区经济发展水平远远高于皖北、皖中和皖南三个地区，皖南和皖江地区区域内经济差距较小，皖中和皖北地区区域内经济差距很大；从1997-2010年安徽区域经济差距变动趋势来看，1997-2003年各市之间的经济差距的变动较小，2003-2010年各市之间的经济差距的变动很大，，皖中地区和皖北地区在1997-2010年内经济差距呈扩大趋势，皖江地区和皖南地区在1997-2010年内经济差距前几年呈扩大趋势，但随后呈现下降趋势；安徽省整体范围内、皖北和皖中地区区域内都不存在绝对收敛，皖江和皖南地区区域内都存在绝对收敛；在加入财政支出规模后，安徽省整体范围内、皖北、皖中、皖江和皖南地区区域内都存在条件收敛；财政支出结构中基本建设支出、教育支出和农林水事务支出各自不同程度地促进了安徽省区域经济发展的收敛，而科学技术支出、社会保障和就业支出、医疗卫生支出和行政管理支出没有很好地发挥缩小区域经济差距的作用。
[Abstract]:The balanced development of regional economy is a long-term goal pursued by a region. Fiscal expenditure is an important factor affecting regional economic development. The government pays more and more attention to using fiscal expenditure policy to intervene regional economic development. This paper mainly studies Anhui fiscal expenditure and regional economic convergence. In the course of the research, the convergence views of neoclassical growth and new economic growth are expounded firstly, and the influence of fiscal expenditure scale and expenditure structure on economic growth is analyzed, which lays a theoretical foundation for the research of this paper. Then it describes the current situation and changing trend of the regional economic gap in Anhui Province, and then analyzes the causes of the regional economic gap on the basis of this. Then using the absolute convergence and conditional convergence model of neo-classical economy, based on the data of the per capita GDP growth rate, fiscal expenditure scale and expenditure structure of Anhui cities from 1997 to 2010, The fixed effect model of panel data regression is used to analyze the convergence model of Anhui regional economy since 1997. Finally, according to the empirical results, combined with the actual situation in Anhui Province, the paper puts forward the fiscal expenditure policy to coordinate the regional economic development of Anhui Province from two aspects: the scale of fiscal expenditure and the structure of expenditure. The results show that: from the current situation of regional economic gap in Anhui Province, the economic gap among the cities in Anhui Province is very large, and the level of economic development in the Wanjiang region is much higher than that in the three regions of North Anhui, Central Anhui and Southern Anhui. The regional economic gap between southern Anhui and Wanjiang region is relatively small, and the regional economic gap between central Anhui and northern Anhui is very large. According to the trend of regional economic gap in Anhui Province from 1997 to 2010, the change of economic gap between 1997-2003 is relatively small, and the change of economic gap between 2003-2010 is very large. The economic gap in central Anhui and northern Anhui increased in 1997-2010, while in the Yangtze River and Southern Anhui in 1997-2010, the economic gap increased in the first few years, but then showed a downward trend. In the whole area of Anhui Province, there is no absolute convergence in the regions of North and Central Anhui, and there is absolute convergence in the regions of Anhui River and South Anhui. After joining the scale of fiscal expenditure, in the whole scope of Anhui Province, there exists conditional convergence in the regions of North Anhui, Central Anhui, Anhui River and Southern Anhui; The expenditure on capital construction, education and agriculture, forestry and water services in the fiscal expenditure structure have contributed to the convergence of regional economic development in Anhui Province to varying degrees, while the expenditure on science and technology, social security and employment has contributed to the convergence of regional economic development in Anhui Province. Medical and health expenditure and administrative expenditure do not play a very good role in narrowing the regional economic gap.
