财政支出区域规模及结构对经济增长影响的研究

【摘要】：地方财政支出是地方社会经济发展中的重要内容，它对地方公共事业发展、基础设施建设等具有重大影响。近三十年来，我国地方财政支出总量在不断增加，且1996年以来，地方财政支出相对规模也在不断增加。怎样优化政府的支出使其对经济增长最有效，是地方政府一直面临的重要问题。本文从三个方面对我国地方财政支出的优化进行了讨论：首先，通过内生增长模型，从理论上证明了存在最优的财政支出规模和最优财政支出结构比例与经济增长相适应；其次通过计量实证分别得出了东部地区、中部地区、西部地区和全国范围内的财政支出的最优规模，以及财政支出中基础建设类支出、公共服务类支出、社会性支出与各地区经济增长的关系。最后，本文针对实证得出的结论，结合我国的实际发展情况提出了相应的对策建议。本文分析结果显示，关于地方财政支出规模对经济增长的影响，各地区都表现为促进作用。财政支出规模的实际情况，从全国范围来看已接近最优；从区域层面来看，东部地区尚未达到最优，而中部、西部两个地区已经超出其财政支出的最佳规模，因此，各地方政府应该进行适当的调节。关于财政支出各项目对经济增长的影响，，从国家层面来说，社会性支出对经济增长的影响最大且显著为正，基础建设类支出对经济增长的影响最小且不显著，就地区层面来说，对东、中、西部地区经济起促进作用最大的是社会性支出；基础建设类支出对东部地区经济增长有阻碍作用，对中、西部地区的经济发展有促进作用，且对西部地区经济的影响最大；公共服务类支出对东、中部地区经济的发展有显著促进作用，对西部地区经济的作用不明显。
[Abstract]:The local financial expenditure is an important part of the local social and economic development, and it has a great influence on the development of local public services and the construction of the infrastructure. Over the past three decades, the total amount of local fiscal expenditure has been increasing, and the relative scale of local financial expenditure has been increasing since 1996. How to optimize the government's spending to make it the most effective for economic growth is the important problem that the local government has always faced. This paper discusses the optimization of the local financial expenditure in China from three aspects: first, through the endogenous growth model, it is proved theoretically that the optimal fiscal expenditure scale and the optimal structure proportion of the financial expenditure are suitable for economic growth The optimal scale of the financial expenditure in the eastern, central and western regions and the whole country, as well as the expenditure of basic construction, the expenditure of public service, social expenditure and the economic growth of all regions in the financial expenditure, should be obtained. In the end, this paper puts forward the corresponding countermeasures in combination with the actual development of our country. The results of this paper show that the influence of the scale of local financial expenditure on the growth of the economy is the promotion of each area. The actual situation of the scale of the financial expenditure has been close to the best in the whole country. From the regional level, the eastern part has not reached the best, and the middle and the west have exceeded the optimal size of the financial expenditure. Therefore, the local governments should do the right The adjustment of the financial expenditure on the economic growth, from the national level, the social expenditure has the greatest impact on the growth of the economy and is significantly positive.
