城市轨道交通安全评价与对策研究

【摘要】:自我国首条城市轨道交通开通以来,到目前已经有十多个城市建成近500km的轨道交通运营线路。面对城市轨道交通高速的发展,安全是轨道交通的重中之重,对轨道交通安全状况进行评价有着积极的作用。轨道交通企业在资源相对匮乏和不平衡的状况下,从投入和产出的角度进行安全效率的研究,不但能够了解轨道交通安全所处的阶段,还能够明确怎样分配与利用轨道交通的资源。这样的评价研究对轨道安全有一定的理论和现实意义。 本文采用了数据包络分析方法(DEA),且根据经济学基本理论来对轨道交通安全效率进评价。数据包络分析方法是由著名的运筹学家查恩斯等科学家在1978年提出的,它应用于具有多个投入与产出的复杂系统,根据多指标投入与产出对相同类型的决策单元进行相对效率的评价。城市轨道交通属于是一个复杂的生产系统,具有多项投入和多项产出的特点,数据包络分析方法应用到城市轨道交通的评价当中,在保证评价的科学性和在客观性的同时,不仅仅可以得到投出和产出的相对效率,而且也能够得到没有达到最优效率的原因和投入与产出需要调整的量。 本文通过介绍城市轨道交通安全理论的基础上,确定数据包络适合于城市轨道交通安全效率的评价研究。分析了DEA评价方法的原理和思路,对运用在轨道安全的适用性进行了研究。在对城市轨道交通安全效率的分析上,分别从投入主导型和产出主导型上分别进行了综合技术效率,,纯技术效率和规模效率的分析。在对轨道安全理论和数据包络的研究基础上,遵循建立指标的原则形成评价指标体系。同时也建立了评价轨道安全效率的DEA模型:测量综合技术效率的C2R与C2GS2模型,并且通过Matalb数学软件的对模型编程求解。并选取了广州城市轨道交通9年间的安全为决策单元并进行了相关评价研究,根据评价的结果,对非DEA有效的决策单元进行改进,并提出相应的改进对策。 本论文的研究表明。DEA方法可以作为评价轨道交通安全的方法。轨道交通的决策者可以通过利用DEA方法对其安全进行评估,使资源得到充分的利用,改进安全的规章制度,达到提高安全的效率这个目标。
[Abstract]:Since the opening of the first urban rail transit in China, more than ten cities have built rail transit lines near 500km. In the face of the rapid development of urban rail transit, safety is the most important part of rail transit, and it plays an active role in evaluating the safety situation of rail transit. Under the condition of relative scarcity and imbalance of resources, the research on safety efficiency of rail transit enterprises from the angle of input and output can not only understand the stage of rail transit safety, It is also clear how to allocate and utilize the resources of rail transit. This kind of evaluation research has certain theoretical and practical significance to track safety. In this paper, the method of data envelopment analysis (DEA),) is used to evaluate the safety efficiency of rail transit according to the basic theory of economics. The method of data Envelopment Analysis (DEA) was proposed in 1978 by scientists such as renowned operational research scientist Charles Jones. It is applied to complex systems with multiple inputs and outputs. The relative efficiency of the same type of decision making unit is evaluated according to the multiple index input and output. Urban rail transit is a complex production system with the characteristics of multiple inputs and outputs. Data envelopment analysis method is applied to the evaluation of urban rail transit, which ensures the scientific and objective evaluation at the same time. Not only can the relative efficiency of input and output be obtained, but also the reasons why the optimal efficiency is not reached and the amount of input and output need to be adjusted can also be obtained. On the basis of introducing the theory of urban rail transit safety, this paper determines that the data envelope is suitable for the evaluation of urban rail transit safety efficiency. The principle and train of thought of DEA evaluation method are analyzed, and the applicability of applying it to track safety is studied. In the analysis of the safety efficiency of urban rail transit, the comprehensive technical efficiency, pure technical efficiency and scale efficiency are analyzed respectively from the input-oriented and output-oriented. On the basis of studying the theory of track safety and data envelope, the evaluation index system is formed according to the principle of establishing indicators. At the same time, the DEA model for evaluating the track safety efficiency is established: C2R and C2GS2 models for measuring the comprehensive technical efficiency, and the model is solved by programming the Matalb mathematical software. The safety of Guangzhou urban rail transit for 9 years is selected as the decision-making unit and the relevant evaluation research is carried out. According to the evaluation results, the non-DEA effective decision-making unit is improved, and the corresponding improvement countermeasures are put forward. The research in this paper shows that the DEA method can be used to evaluate the safety of rail transit. The decision makers of rail transit can evaluate their safety by using DEA method, make full use of resources, improve safety rules and regulations, and achieve the goal of improving safety efficiency.
