路警一体化管理模式下的执法服务站选址研究

【摘要】:高速公路运营公司、交通路政部门和公安交警部门三大部门对高速公路的管理目标不同、职责交叉等矛盾日益突出,造成管理资源浪费和管理效率较低。管理部门为有效推进高速公路管理的健康、持续发展,提出路警一体化管理新模式,执法服务站作为此模式下的执行层,在管理系统中起着至关重要的作用,适当合理的选址有利于降低站点建设成本,提高管理效率,加快救援过程,降低交通事故损失。在站址数目最小化、管理效率最高化的要求下,进行执法服务站选址的研究,对高速公路日常管理、应急救援等具有重要的实际意义。本文明确了路警一体化管理模式、执法服务站的基本概念、职能和重要地位,阐述了国内外高速公路管理模式的概况,从高速公路管理的基本任务出发,将路警一体化管理模式下的执法服务站作为研究对象,建立了执法服务站应急管理站选址模型、执法服务站日常管理站的选址模型、巡逻路线分配模型,采用最短路径算法、遗传算法分别对选址模型进行计算求解,确定应急管理站和日常管理站的选址位置。合理的执法服务站选址可以有效提升高速公路网的日常和应急管理水平,进而使高速公路运营管理的经济效益和社会效益同时达到最大化。最后以河北省高速公路路网为例,进行应用分析,确定执法服务站在路网中的布设位置,以此验证执法服务站选址模型的可行性,执法服务站的选址结果可以为路警一体化管理模式在河北省进行推广时提供一定的参考。
[Abstract]:The three major departments of highway operation companies, traffic and road administration departments and public security traffic police departments have different management objectives for highways, and increasingly prominent contradictions such as overlapping responsibilities and so on. In order to effectively promote the healthy and sustainable development of highway management, the management department puts forward a new mode of integrated road and police management, under which the law enforcement service station is the executive layer. In the management system plays an important role, appropriate and reasonable location is conducive to reduce site construction costs, improve management efficiency, speed up the rescue process, reduce the loss of traffic accidents. Under the requirement of maximum management efficiency, it is of great practical significance to study the location of law enforcement service station for highway daily management, emergency rescue and so on. This paper clarifies the integrated management mode of road police, the basic concept of law enforcement service station, and so on. The function and important position, the general situation of expressway management mode at home and abroad, starting from the basic task of expressway management, taking the law enforcement service station under the integrated management mode of road and police as the research object, The location model of emergency management station of law enforcement service station, the location model of daily management station of law enforcement service station, the allocation model of patrol route, the shortest path algorithm and genetic algorithm are used to calculate and solve the location model, respectively. To determine the location of emergency management station and daily management station. The reasonable location of law enforcement service station can effectively improve the daily and emergency management level of highway network. Finally, taking the highway network of Hebei Province as an example, the application analysis is carried out to determine the location of the law enforcement service station in the highway network. In order to verify the feasibility of the law enforcement service station location model, the location results of the law enforcement service station can provide a certain reference for the road police integrated management model in Hebei province.
