竞争条件下新渝涪高速公路收费费率优化研究

【摘要】：高速公路收费费率决定高速公路效益水平,影响高速公路使用者对出行路线和出行方式的选择,同时也对沿线地区经济、文化发展以及土地开发具有重要影响。随着我国高速公路网日益完善,对于逐渐增多的起讫点相同,存在一定竞争关系的高速公路路段,优化收费标准,既能调节高速公路通行量变化,又符合道路投资经营者和使用者的利益,是保证高速公路良好运营的重要前期工作。论文在国内外高速公路定价研究的基础上,分析了国内外收费定价的研究现状与发展趋势。分析了高速公路竞争路段的形成原因,对高速公路途经影响区进行分析,以选择特性,互通位置为指标进行了高速公路可转移交通影响区的划分,最终得到竞争条件下高速公路路段交通量预测方法。进而分析高速公路收费标准制定影响因素与指导原则,建立了基于hotelling模型的高速公路竞争路段收费定价方法。针对重庆新渝涪高速公路的区位条件以及途经地区的经济发展与交通发展情况,进行新渝涪高速公路用户支付意愿调查,在此基础上研究了高速公路管理者最低收费费率与协同竞争条件下的最大收费费率差,研究了新渝涪高速公路收费费率与交通量变化的敏感性。通过提出模型计算出新渝涪高速公路最优收费费率,并依此得到收费方案。进行收费方案的经济效益评价,并最终得出最优收费方案。论文的研究成果可以为高速公路管理者在进行高速公路通行费率的调整决策时提供科学参考与理论支持,同时,论文的研究方法可用于其他高速公路收费方案的优化项目中。
[Abstract]:The toll rate of expressway determines the benefit level of expressway, affects the choice of route and mode of trip, and also has an important impact on the economic, cultural development and land development of the area along the highway.With the improvement of the expressway network in our country, for the freeway sections with the same starting point and the same starting point and some competition relationship, the optimization of the toll standard can adjust the change of the expressway traffic volume.In line with the interests of road investment operators and users, it is an important early work to ensure the good operation of highway.Based on the research of expressway pricing at home and abroad, this paper analyzes the research status and development trend of toll pricing at home and abroad.This paper analyzes the forming reasons of the competitive section of expressway, analyzes the affected area of expressway passing through, and divides the affected area of transferable traffic of expressway with the index of selecting characteristics and interworking position.Finally, the traffic volume prediction method of expressway section under competitive condition is obtained.Based on the analysis of the influencing factors and guiding principles of expressway toll standard, the pricing method of highway competitive section toll based on hotelling model is established.In view of the location conditions of Xinyufu Expressway in Chongqing and the economic development and traffic development of the passing area, the paper makes an investigation on the user's willingness to pay in Xinyufu Expressway.On this basis, the difference between the minimum toll rate of expressway manager and the maximum toll rate under the condition of synergistic competition is studied, and the sensitivity of the toll rate and traffic volume of Xinyufu Expressway is studied.The optimal toll rate of Xinyufu Expressway is calculated by using the model, and the toll scheme is obtained.To evaluate the economic benefit of the charging scheme, and finally get the optimal charging scheme.The research results of this paper can provide scientific reference and theoretical support for expressway managers when they make the adjustment decision of expressway tolls. At the same time, the research methods of this paper can be used in the optimization projects of other expressway toll collection schemes.
