公路工程造价指数体系的编制方法与应用研究

【摘要】：公路工程造价指数是反映一定时期由于公路工程建设中价格变化对工程造价管理影响程度的一种指标,是进行工程造价价差调整的重要依据。本文借鉴国内外研究经验,结合当前我国公路工程造价管理的实际需要,提出了建立公路工程造价指数体系的构想,并研究了公路工程造价指数体系的构成及应用。本文从指数相关理论出发,阐述了公路工程造价的构成及发展,分析了公路工程造价指数的概念及形成,研究了公路工程造价指数基础数据的采集方法及范围,提出了采用统计相关分析方法、灰关联聚类分析法、格拉布斯(Grubbs)判别准则等方法对数据进行分析处理,并对建立完善公路工程造价指标数据库以及管理工程造价信息提出了一些观点和建议；构建了公路工程造价指数体系的基本框架,确定了工程造价指数体系的编制原则及范围,探讨了有关权数和基期的选择,并根据公路工程项目划分的特点及项目构成的现状,对公路工程造价指数体系进行了分级,明确了公路工程造价指数体系方案；研究了公路工程造价指数的编制方法及经典编制模型,建立了公路工程造价指数预测模型,并阐述了如何有效进行公路工程造价指数体系管理。本文案例分析以长湘高速为依托,介绍了公路工程造价指数的形成,从基础数据的来源到对数据进行统计、分析、加工的整个过程,并利用经典指数编制模型对指数进行了实算,利用中心逼近式灰色预测模型对造价指数进行了预测,汇总得到了定基指数、环比指数、平均指数。最后以长湘高速塔岭互通项目为例,运用指数公式法进行了合同价差调整,并分析了运用过程中所存在的问题,然后提出了相应解决措施。通过案例分析,验证了公路工程造价指数的编制方法及应用工程造价指数进行动态结算的科学性和可行性。
[Abstract]:Highway engineering cost index is a kind of index which reflects the influence of price change in highway construction on engineering cost management in a certain period, and it is an important basis for adjustment of engineering cost price difference. Based on the research experience at home and abroad and the actual needs of highway engineering cost management in our country, this paper puts forward the conception of establishing highway engineering cost index system, and studies the constitution and application of highway engineering cost index system. Based on the theory of index, this paper expounds the construction and development of highway engineering cost, analyzes the concept and formation of highway engineering cost index, and studies the method and scope of collecting basic data of highway engineering cost index. The methods of statistical correlation analysis, grey association cluster analysis and Grubbsof Grubbsdiscriminant criterion are proposed to analyze and process the data. Some viewpoints and suggestions are put forward to establish and perfect the database of highway engineering cost index and management of engineering cost information, the basic frame of highway engineering cost index system is constructed, and the compiling principle and scope of engineering cost index system are determined. This paper discusses the selection of relevant weights and base periods, classifies the index system of highway engineering cost according to the characteristics of highway engineering project division and the present situation of project composition, and clarifies the scheme of highway engineering cost index system. This paper studies the compilation method and classical compilation model of highway engineering cost index, establishes the forecasting model of highway engineering cost index, and expounds how to effectively manage highway engineering cost index system. Based on Changxiang Expressway, this paper introduces the formation of highway engineering cost index, from the source of basic data to the data statistics, analysis, processing of the whole process. The classical exponential model is used to calculate the index, and the center approximation grey prediction model is used to predict the cost index. The fixed base index, the ring index and the average index are obtained. Finally, taking the Changxiang High-speed Taling Interchange Project as an example, the index formula method is used to adjust the contract spread, and the existing problems in the application are analyzed, and the corresponding solutions are put forward. The method of compiling highway engineering cost index and the feasibility of dynamic settlement with engineering cost index are verified by case analysis.
