我国绿色港口发展研究

【摘要】：港口是世界经济增长的重要推动力,同时也是主要的污染源头和耗能单位。在全球环境恶化和能源危机的新形势下,全球气候变化诱发的”绿色工业革命”在世界范围内推广,越来越多的国家或地区日益意识到航运业发展与全球生态环境保护的密切联系,港口界提出了绿色港口的发展理念。国家“十二五”综合交通运输体系规划中,提出了强化节约资源保护环境的发展要求,强调以绿色发展为指导思想,切实推进绿色交通系统建设,加大节能减排力度,努力控制交通运输领域温室气体排放,全面提高综合交通运输体系可持续发展能力。党的十八大报告更是把大力推进生态文明建设提升到战略高度。绿色港口发展作为生态文明建设的重要组成部分,其重要性不言而喻；在航运业绿色发展的大潮下,中国绿色港口的发展迫在眉睫。本文首先讲述了文章的选题背景,总结了国内外在绿色港口研究方面的不足,提出进一步研究的必要性、研究意义及文章的主要内容、框架。其次,讲述了绿色港口绿色发展的相关理论,主要包括可持续发展理论、绿色经济学理论,绿色港口的概念和内涵,绿色港口的价值。然后,分析了国内外绿色港口发展的现状,通过对比分析找出了我国绿色港口发展过程的不足之处；建立了绿色港口评价指标体系并以天津港为例进行了实证分析,找出了其绿色港口发展过程中的薄弱环节。最后,针对绿色港口建设、发展过程中的不足及薄弱环节提出相应的对策建议。
[Abstract]:Port is an important driving force of world economic growth, and also a major source of pollution and energy consumption units. In the new situation of global environmental deterioration and energy crisis, the "green industrial revolution" induced by global climate change has been popularized worldwide. More and more countries or regions are increasingly aware of the close relationship between the development of shipping industry and the protection of the global ecological environment. In the 12th Five-Year Plan of the National Comprehensive Transportation and Transportation system, the development requirements of strengthening the conservation of resources and protecting the environment are put forward, and the guiding ideology of green development is emphasized, and the construction of a green transportation system is effectively promoted, and the intensity of energy saving and emission reduction is increased. Efforts should be made to control greenhouse gas emissions in the field of transportation and improve the sustainable development capacity of the integrated transport system. The report of the 18th National Congress of the Party is to vigorously promote the construction of ecological civilization to a strategic level. As an important part of the construction of ecological civilization, the development of green port is self-evident. Under the tide of green development of shipping industry, the development of green port in China is imminent. This paper first describes the background of the article, summarizes the deficiencies in the study of green ports at home and abroad, puts forward the necessity of further research, research significance, the main content of the article, the framework. Secondly, it describes the related theories of green port development, including sustainable development theory, green economics theory, the concept and connotation of green port, and the value of green port. Then, the paper analyzes the present situation of green port development at home and abroad, finds out the deficiency of green port development process through comparative analysis, establishes the evaluation index system of green port, and takes Tianjin port as an example to carry on the empirical analysis. To find out its green port development process of the weak link. Finally, the countermeasures and suggestions are put forward in view of the deficiency and weakness in the process of green port construction.
