货运机动车超载运输的博弈分析及治理

【摘要】:随着国家经济社会的快速发展,对交通运输的需求越来越大,超限超载运输的现象呈现出屡禁不止的趋势,大量的超限超载车辆对行驶的公路路面造成严重破坏,同时对交通安全构成极大威胁,干扰了货运市场的正规有序运行,还带来了很多其他社会经济等问题。本文对我国治理超限超载运输的历史脉络进行详细的梳理总结,比较研究当前治理超限超载方式的优劣,试析超载超限运输形成的诱因和根源,力求把准治理超限超载运输的脉搏,为建立更加科学合理的治理方法和机制,有效治理超限超载问题提供参考和依据,推动我国交通运输业向集约化现代化方向发展,与经济社会的发展相融合、相协调。 论文通过深入剖析交通管理部门、运输商等之间的利益关系,综合考虑影响治超各种因素,引入博弈论相关理论知识,利用博弈分析的原理,在相关利益方之间建立博弈模型,通过采用数学计算的方法,对博弈模型进行分析,分别得出相关博弈方的均衡数值,分析结果为进一步治理货运机动车超限超载运输提供了理论和数据参考。通过博弈的过程分析和结果解读,,明晰了超限超载的根源,找准了解决超限超载问题的对策入口。 同时论文结合当前国内道路运输市场实际情况,在保障交通运输安全、规范道路货运市场、保护公路基础设施等方面提出了具体的改进措施,对今后深入开展有效超载超限治理具有一定的现实意义。
[Abstract]:With the rapid development of national economy and society, the demand for traffic and transportation is increasing. The phenomenon of overloaded and overloaded transportation shows a tendency of repeated prohibition, and a large number of overloaded vehicles cause serious damage to the road surface. At the same time, it poses a great threat to traffic safety, interferes with the normal and orderly operation of the freight market, and brings many other social and economic problems. In this paper, the history of overloading transportation in China is summarized in detail, and the advantages and disadvantages of current ways of overloading management are compared and studied, and the causes and causes of the formation of overloading and overloading transportation are analyzed. In order to provide reference and basis for establishing more scientific and reasonable management methods and mechanisms, effectively managing the problem of overloading and promoting the development of China's transportation industry towards intensive modernization, we should try our best to control the pulse of overloading and overload transportation. And the economic and social development of the integration, coordination. Through deeply analyzing the interests of traffic management departments, transportation operators and so on, considering comprehensively the factors affecting the treatment of excess, this paper introduces the relevant theoretical knowledge of game theory, and establishes a game model among the relevant stakeholders by using the theory of game analysis. By means of mathematical calculation, the game model is analyzed, and the equilibrium values of relevant game parties are obtained respectively. The results provide a theoretical and data reference for the further control of overloading and overloading of freight vehicles. Through the process analysis and result interpretation of the game, the source of overloading is clarified, and the countermeasure entrance to solve the problem of overloading is found. At the same time, combined with the actual situation of the domestic road transportation market, the paper puts forward the concrete improvement measures in the aspects of ensuring the transportation safety, standardizing the road freight market, protecting the highway infrastructure and so on. It has certain practical significance to carry out effective overload and overload control in the future.
