东青路大青段改建项目成本控制研究

【摘要】：近年来,随着黄河三角洲开发建设,东营市及附属区县经济迅速发展,山东省东青路东营市沿线路段交通量增长迅速,重载车辆、超载车辆急剧增加,经过多年运营后,广饶县大王镇至青州界段路面裂缝、坑槽、沉陷等病害较为严重,路面问题越来越突出,导致公路行车速度、通行能力、行车安全性大大降低,成为区域路网的瓶颈路段。为此,东营市公路管理局决定对该路段进行改建升级,以提高本路段的通行服务能力、行车安全,适应城市规划及未来交通量发展的需要。论文从东青路大王镇到青州界段改建项目的实际情况出发,分析了项目建设实施的必要性,简要的介绍了东青路改建项目建设的规模和具体的技术标准。同时,研究了项目成本的主要构成,项目成本控制的特点及参与单位,提出了项目成本控制面临的主要问题。作为东营市政府建设的重点工程,项目部对项目成本的控制提出了较高的要求。为保障东青路改建项目成本控制工作的顺利实施,论文制定了项目成本控制的总体思路和关键点,同时对成本控制的主要责任体系进行了完善。并对项目成本控制的主要方法和措施以及考核进行了具体的研究。制定了项目建设实施的各个阶段成本控制的具体措施,针对项目成本控制面临的主要问题和成本控制工作的主要问题,提出了具体的保障措施,从而促进项目成本控制的顺利实施,保障管理目标的有效完成。
[Abstract]:In recent years, with the development and construction of the Yellow River Delta and the rapid economic development of Dongying City and its affiliated districts and counties, the traffic volume along Dongying City, Dongqing Road, Shandong Province has increased rapidly, heavy vehicles and overloaded vehicles have increased sharply. After many years of operation, Pavement cracks, potholes, subsidence and other diseases are more serious in the boundary section between Dawang Town and Qingzhou in Guangrao County, and the pavement problems are becoming more and more prominent, which leads to the great reduction of highway speed, traffic capacity and driving safety, which has become the bottleneck section of the regional road network. Therefore, Dongying Highway Administration Bureau has decided to reconstruct and upgrade the section in order to improve the traffic service capacity, traffic safety and meet the needs of urban planning and future traffic development. Based on the actual situation of the reconstruction project from Dawang Town to Qingzhou Section of Dongqing Road, this paper analyzes the necessity of the construction and implementation of the project, and briefly introduces the scale and specific technical standards of the reconstruction project of Dongqing Road. At the same time, the main composition of project cost, the characteristics of project cost control and the participating units are studied, and the main problems faced by project cost control are put forward. As the key project of Dongying municipal government construction, the project department has put forward higher requirements for the control of project cost. In order to ensure the smooth implementation of cost control of Dongqing Road reconstruction project, this paper formulates the overall idea and key points of project cost control, and perfects the main responsibility system of cost control. The main methods and measures of project cost control and assessment are studied concretely. This paper formulates the concrete measures of cost control in each stage of the implementation of the project construction, and puts forward some concrete safeguard measures in view of the main problems faced by the project cost control and the main problems in the cost control work. So as to promote the smooth implementation of project cost control and ensure the effective completion of management objectives.
