【摘要】：近年来，无论是发达国家还是一些新兴发展中国家，尤其是一些国际性金融组织对项目后评价方法给予越来越高的重视，已经成为很多金融机构贷款项目的一个不可或缺的环节。对贷款项目展开后评价能给银行带来很多好处，不仅可以判定项目评估前的决策水平，可以反向刺激督促银行在贷款审批时更加严谨规范，以做出科学合理的决策，同时更为以后决策提供了很好的参考借鉴作用，有助于提高后续项目决策的准确性。本文以项目后评价的相关理论为基础，明确了银行贷款项目后评价的内容，据此利用前后对比法，对银行关于燕山大学西校区建设项目的贷款进行后评价分析，以此为银行贷款项目后评价提供有指导性的建议。首先，介绍了论文的选题背景、研究意义、国内外相关研究现状、主要内容及采取的研究方法等；进而介绍了项目后评价的相关理论，包括含义、方法、原则等。其次，明确了银行贷款项目后评价的具体内容，针对银行贷款项目后评价存在的问题及原因，提出银行贷款项目后评价的原则、依据等，进而对银行贷款项目后评价的内容进行详细的分析，，为之后的实证分析提供了框架。再次，以银行投资的燕山大学西校区建设项目为实证进行项目后评价，运用前后对比法，重点评价了项目的影响、管理控制水平和财务状况，找出在此项目中存在的偏差，并分析产生的原因。最后，综合上述分析结果，针对燕山大学西校区建设项目后评价的难点，结合目前银行贷款项目后评价的实际情况，提出了对银行贷款项目后评价改进的措施和建议。
[Abstract]:In recent years, both developed countries and some emerging developing countries, especially the international financial organization of project post evaluation method is given more and more attention, has become an indispensable part of the loan project. Many financial institutions on loan project evaluation can bring many benefits to the bank, can not only determine the project decision-making level before the assessment, can stimulate the reverse urge the bank at the time of loan approval more stringent norms, to make scientific and rational decision-making, but also for future decision-making provides a good reference, help to improve the accuracy of subsequent project decision. This article takes the theory of project post evaluation as the foundation, clear the bank loan project the contents of the post evaluation, which use before and after comparison, the bank on the West Campus of Yanshan University construction project loan evaluation analysis, in order to Provide guidance for the post evaluation of bank loan projects.
First, it introduces the background and significance of the research, the related research status at home and abroad, the main contents and the research methods, and then introduces the related theories of project post evaluation, including meaning, methods and principles.
Secondly, the specific content of the bank loan project post evaluation, according to the bank loan project post evaluation, the existing problems and the reasons, the bank loan project evaluation principle, basis, content and evaluation of the bank loan project after the detailed analysis, provides a framework for the empirical analysis.
Thirdly, we take the Yanshan University west campus construction project as an example to conduct the project post evaluation. We use the contrast method before and after the project to evaluate the impact of the project, the level of management control and the financial status. We find out the deviation in the project and analyze the causes.
Finally, based on the above analysis results, aiming at the difficulties of post evaluation of Yanshan University west campus construction project, combined with the actual situation of bank loan project post evaluation, we put forward some measures and suggestions for improving the post evaluation of bank loan project.
