天津地区新农村建设中宅基地流转、方式、规划研究

【摘要】：我国城市化已进入加速发展阶段，新农村宅基地的利用是党和政府为保障广大农民生存权利所实施的一项永久性安居工程，逐步实现了“耕者有其田、居者有其屋”。在实行公有化土地的过程中，将农民私有的住宅土地进行了所有制改造，转变为农民集体所有[1]。通过赋予农民宅基地使用权，保障农民的生存权和发展权。但是在我国逐步经济转型的同时，农村宅基地的相关政策与城镇化进程的发展存在差异，进而给农民生活的科学性、生活的习惯性以及相关的福利造成一定的负面影响，这也是目前一个急需解决的问题。其缘由是现行宅基地使用权改革的方式以及规划存在着一定的问题和困境。因此，研究开展新农村宅基地建设方式的改革创新既是规范宅基地规划布局形式，也是提升农村土地资源配置效率的客观需要，建立城乡统一土地市场的客观需要，最终是保护农民土地使用的合法和根本利益、保障了乡村地区稳定发展的良好态势，根据当前的社会经济发展的环境，开展农村宅基地规划布局的相关研究，分析其规划布局的趋势具有十分重要的理论意义和现实意义。通过一定的深入研究可以为制定出合理的农村宅基地规划、优化农村居住平面布局、建设社会主义新农村居住环境提供资料。本论文尝试从集约性出发，遵循“以人为本、以环境为中心”的观点，以天津为例，从已经完成的宅基地建设的成功案例上分析，探索和总结出一条既适合当地的自然条件、环境条件和经济条件的发展状况，又适合当地农民生产、生活方式以及风俗习惯并且节约能源、节约土地、节约资源的道路，将资源合理化整合，突出人与自然的和谐共存理念，并汲取我国传统建筑的设计精华，结合传统的农村民间建筑的经验，打造出真正符合农村实际生活情况的节能生态住宅。本文共分五章，，从新农村建设宅基地的政策为出发点，通过目前的国内外现状分析，发现问题，分析问题，结合天津地区等已经完成的宅基地实例，阐述当前宅基地的发展阶段和流转方式，分析出问题的源头和解决方案的建议，从布局设计等方面合理规划出土地有效使用面积，从而提高宅基地的利用率。
[Abstract]:China's urbanization has entered a stage of accelerated development, the use of new rural homestead is a permanent project implemented by the Party and the government to protect the farmers' right to survive, and gradually realized "the tiller has his field and the homeowner has his house". In the course of implementing the public owned land, the ownership of the private residential land of the peasants was transformed into the collective ownership of the peasants [1]. By giving farmers the right to use their homestead, the right to subsistence and development of farmers is guaranteed. However, with the gradual economic transformation in our country, there are differences between the related policies of rural homestead and the development of urbanization process, which will have a certain negative impact on farmers' scientific life, habits of life and related welfare. This is also a problem that needs to be solved urgently. The reason is that there are some problems and difficulties in the reform of homestead use right. Therefore, the research on the reform and innovation of new rural homestead construction is not only the form of planning and layout of homestead, but also the objective need to promote the efficiency of rural land resource allocation, and the objective need to establish a unified land market in urban and rural areas. Finally, it is to protect the legal and fundamental interests of farmers' land use, to ensure the stable development of good situation in rural areas, according to the current environment of social and economic development, to carry out research on the layout of rural residential land planning, It is of great theoretical and practical significance to analyze the trend of its layout. Through a certain in-depth study, it can provide information for making reasonable rural housing land planning, optimizing the layout of rural residential plane, and building a new socialist rural living environment. This paper tries to start from the intensification, follow the viewpoint of "people-oriented, environment-centered", take Tianjin as an example, analyze the successful cases of the completed homestead construction, and explore and summarize a natural condition that is suitable for the local environment. The development of environmental and economic conditions is also suitable for the production, lifestyle, customs and habits of local farmers, as well as for saving energy, land and resources, and rationalizing and integrating resources, The idea of harmonious coexistence between man and nature is highlighted, and the design essence of traditional architecture in our country is absorbed. Combined with the experience of traditional folk architecture in rural areas, the energy saving ecological house is built which is in line with the actual living conditions in rural areas. This article is divided into five chapters, starting from the policy of new rural homestead construction, through the current domestic and international situation analysis, find problems, analyze the problems, combined with the Tianjin area and other completed examples of homestead, This paper expounds the development stage and circulation mode of the homestead at present, analyzes the source of the problem and the suggestion of solving the problem, and reasonably plans out the effective land use area from the aspects of layout and design, so as to improve the utilization ratio of the homestead.
