基于SCP分析的陕西建材工业发展影响因素及对策研究

【摘要】:建材工业是我国国民经济的支柱产业之一,多种产品的产量居世界第一位。但产品同质化现象较为普遍,新型建材和高性能材料发展滞后,生产过程中高能耗、高污染等问题受到全社会的广泛关注,生产技术水平有待提高,经济运行质量不甚理想。这些问题在陕西建材工业中表现得也十分突出。近年来,随着陕西经济的迅速崛起,陕西建材工业正面临着良好的发展机遇,但其经济规模在全国排名仍靠后,2011年建材工业的盈利能力仅列全国第27位,建材工业万元增加值的综合能耗指标高于全国平均水平3吨标准煤。表明陕西建材工业还存在产业经济规模较小、经济运行质量不高和产业竞争力较弱等突出问题。对此,本文在研究大量相关文献的基础上,收集了陕西建材工业成长发展状况的资料信息,通过深入调查和研究分析,运用产业经济学及系统工程的相关理论,进行了区域建材产业发展研究的理论构思,并据以系统地研究了陕西建材工业的发展状况、存在问题、影响因素及关键因子,提出了促进陕西建材工业成长发展的对策。本文的主要研究成果包括: 1.针对建材产业的特点,构建了基于SCP范式的区域建材产业发展研究模型。该研究模型的思维模式,强调创新与实证相关联,分析、行动和诊断过程的动态平衡,能防止因过分的分析导致“分析性瘫痪”,以及因分析、诊断的不足而造成的“冲突性毁灭”。所建立的研究模型,将产业经济学中的产业结构、产业关联、产业布局、产业发展和产业政策的相关理论融合于产业组织理论的SCP范式,分析的内容广泛,研究的过程清晰、规范,,可重复进行,具有普遍适用性。 2.基于对区域建材产业发展研究的理论构思,实证分析了陕西建材产业的发展状况,选定了包括产业结构、市场行为和产业政策环境三种类型的20个产业发展影响因素,采用系统工程中的解释结构模型法(ISM),建立并利用陕西建材产业发展影响因素的结构化模型,分析了影响因素的相互关系,采用层次分析法(AHP)确定了包括产品结构、产品策略、技术创新能力、整合与重组、政府规制和相关产业支持度在内的六个关键因素。这些关键因素具有客观真实性,并且符合陕西建材产业发展的实际,为制定促进陕西建材产业发展的对策提供了科学依据。 3.基于对影响陕西建材产业发展关键因素的关联性分析,并根据陕西经济发展阶段所要求的政府职能定位,研究提出了包括“增强创新能力,推动技术进步”、“改善陕西建材产品结构,实施有效的产品策略”、“推动陕西建材产业整合与重组,不断优化和调整产业结构”以及“健全政府规制,提高政府效率”的四项对策,具有重要的应用价值。
[Abstract]:Building materials industry is one of the pillar industries of our national economy, and the output of many kinds of products ranks first in the world. However, the homogenization of products is relatively common, the development of new building materials and high-performance materials lags behind, the problems of high energy consumption and high pollution in the production process are widely concerned by the whole society, the level of production technology needs to be improved, and the quality of economic operation is not very good. These problems are also very prominent in Shaanxi building materials industry. In recent years, with the rapid rise of Shaanxi economy, Shaanxi building materials industry is facing a good opportunity for development, but its economic scale is still at the bottom of the national ranking. In 2011, the building materials industry's profitability ranked only 27th in the country. The comprehensive energy consumption index of ten thousand yuan added value of building materials industry is higher than the national average level of 3 tons standard coal. The results show that there are still some outstanding problems in Shaanxi building materials industry, such as the small scale of industrial economy, the low quality of economic operation and the weak competitiveness of industry. On the basis of studying a large number of related documents, this paper collects the information on the growth and development of the building materials industry in Shaanxi, and applies the relevant theories of industrial economics and systems engineering through in-depth investigation and analysis. Based on the theoretical conception of the development of regional building materials industry, this paper systematically studies the development situation, existing problems, influencing factors and key factors of Shaanxi building materials industry, and puts forward some countermeasures to promote the growth and development of Shaanxi building materials industry. The main research results of this paper are as follows: 1. According to the characteristics of building materials industry, the research model of regional building materials industry development based on SCP paradigm is constructed. The thinking patterns of the research model emphasize the dynamic balance between innovation and empirical evidence, analysis, action, and diagnostic processes to prevent "analytical paralysis" caused by excessive analysis, as well as causative analysis. "conflict destruction" caused by insufficient diagnosis. The established research model integrates the relevant theories of industrial structure, industrial association, industrial layout, industrial development and industrial policy into the SCP paradigm of industrial organization theory. The content of the analysis is extensive and the research process is clear. Based on the theoretical conception of the research on the development of regional building materials industry, this paper empirically analyzes the development situation of the building materials industry in Shaanxi, and selects the industrial structure, There are 20 influencing factors of industrial development in three types of market behavior and industrial policy environment. The structural model of Shaanxi building materials industry is established by using the method of explanatory structure model (ISM),) in system engineering. Based on the analysis of the relationship of the influencing factors, six key factors, including product structure, product strategy, technological innovation ability, integration and reorganization, government regulation and related industry support degree, are determined by using AHP (Analytic hierarchy process). These key factors are objective and truthful, and accord with the reality of the development of the building materials industry in Shaanxi. It provides the scientific basis for formulating the countermeasures to promote the development of Shaanxi building materials industry. 3. Based on the correlation analysis of the key factors affecting the development of Shaanxi building materials industry, and according to the position of the government function required by the stage of Shaanxi economic development, The research includes "enhancing innovation ability, promoting technological progress", "improving the product structure of Shaanxi building materials, implementing effective product strategy", "promoting the integration and reorganization of Shaanxi building materials industry," The four countermeasures of continuously optimizing and adjusting industrial structure and perfecting government regulation and improving government efficiency have important application value.
